Education Infrastructure Service (EIS), a part of the Ministry of Education, manages the Crown’s second largest property portfolio of around 2,100 schools with a book value of $19.6 billion, the largest payroll in the country, and transportation of over 100,000 students to and from school each day.

About the function
The function of the EIS Principal Procurement Specialist is to maximise the benefits and results that the Ministry and schools receive from their expenditure by providing procurement services for EIS and when required for school boards of trustees.
You will also lead high value/complexity procurements; working collaboratively to undertake needs analysis, developing sourcing strategies, delivering procurement plans, managing and developing better processes, leading evaluations; facilitating contract negotiation and awards.

About you
It is essential that you have significant practice operating at a senior level. We need you to ?hit the ground running?! You must have an in-depth knowledge of and substantial practice with government procurement. You must have strong knowledge and practice of open tender processes and applying the Government Procurement Rules.
You must be able to build effective working relationships with key stakeholders and will have the capability to prioritise and multi-task in a fast paced, dynamic environment. Great attention to detail, capability to communicate effectively and a good ?team fit’ are essential, to lead and develop others.
You will also ideally offer:
   » knowledge of and practice with construction procurement (works and professional services) highly desirable
   » Full Member (Level 6 / MCIPS)
   » eligible or working towards Associate Member (Level 4) of CIPS and/or a significant tertiary qualification in Business or Accounting
   » knowledge of the impact of regulatory or legislative issues including, the Resource Management Act, Building Act, Public Works Act, in the development of public private partnerships in a New Zealand context
   » knowledge of political environments, particularly engagement with senior managers, Ministers and their offices.
