M? te t?nga | The function
This is a permanent function for an practiced people leader, who can be located in any of the Stats NZ offices in Christchurch, Wellington or Auckland.
Reporting to the General Manager of Data Services, your focus is continuing to grow the culture and capcapability of the Data Services Development team to meet the demands of a varied and sometimes fluid work programme. You'll shape advice for the branch and build strong relationships with external stakeholders.
The Data Services branch maintains, develops and provides safe access to two large integrated databases, the Integrated Data Infrastructure (IDI) and the Longitudinal Business Database (LBD), as well as the data lab service which is the access point to the IDI, LBD and all of Stats NZ's microdata. The data lab service has some 1,000 customers, doing work ranging from longer-term research and evaluation, through to operational analysis to inform policy. Together this makes up the Integrated Data service - which is now a critical part of the machinery of government. Additionally, the Information Centre and Customised Data services provide daily, direct customer service through bespoke data outputs, guidance, information and connections with other services across Stats NZ and the Public Service.
The Data Services branch is a part of the Data System leadership abilities (DSL) group. DSL is the group that facilitates the implementation of the Government Chief Data Steward (GCDS) function held by the Chief Executive of Stats NZ.
The Development team takes the lead on the significant and complex pieces of work required across the Data Services branch. This includes formal project work as well as initiatives being completed as part of core business. The types of work include:
   » Leading the strategic work on developing the future operating model of the Integrated Data Service.
   » Shape and facilitate the delivery of technical data integration projects that progress Stats NZ's strategic priority to become Admin Data First.
   » Operational policy for the Data Services branch.
   » Being the central point for providing advice and review from Data Services to the wider Stats NZ and external stakeholders. For example, cabinet papers, Official Information and Privacy Act requests.
   » Facilitation of Data Services' customer engagement and working groups.
   » Facilitation of Integrated Data Service community initiatives.
We see you bringing people leadership abilities and strategic thinking to the function and team. This is a vital function for the continued relevance of Data Services, in particular the Integrated Data Service, for the government data system and beyond. Because the Manager - Data Services Development is responsible for work ranging from emerging and strategic to urgent and delivery focused, there are a lot of connections required across a variety of customer groups and stakeholders, as well as strong links with priorities at Stats NZ (including Living in Aotearoa and Census 2023).

this function would suit an practiced, enthusiastic, and authentic people leader. A strong focus on, and practice with, customer delivery would also be advantageous. Previous practice with stewarding good data practices including the use of ethical frameworks and ensuring privacy whilst maintaining good value from appropriate data use would be attractive.
Previous people leadership abilities practice is necessary, this is a team of up to 12 FTE with a varied set of responsibilities. Information technology will be important that the incoming manager has a strong sense of their own leadership abilities style, and how this works in a multi-location environment. They will also need to quickly develop a clear plan for how they will approach leading the team.
