M? te t?nga | The function
The Principal Advisor – Data Services reports to the General Manager – Data Services and is part of the branch leadership abilities team. Data Services is made up of five teams; Development, Integrated Data Production, Data Labs, Information Centre and Customised Data Services (which includes Te Ara Takat?). Each Manager also reports to the General Manager – Data Services.
The Data Services branch maintains, develops and provides safe access to two large integrated databases, theIntegrated Data Infrastructure (IDI)and theLongitudinal Business Database (LBD), as well as the data lab service which is the access point to the IDI, LBD and all of Stats NZ’s microdata. Thedata lab servicehas some 1,000 customers, doing work ranging from longer-term research and evaluation, through to operational analysis to inform policy. Together this makes up the Integrated Data service – which is now a critical part of the machinery of government. Additionally, theInformation CentreandCustomised Dataservices provide daily, direct customer service through bespoke data outputs, guidance, information and connections with other services across Stats NZ and the Public Service.
The Data Services branch is a part of the Data System leadership abilities (DSL) group. DSL is the group that facilitates the implementation of theGovernment Chief Data Steward (GCDS)function held by the Chief Executive of Stats NZ.
The Principal Advisor works across the Data Services branch on key initiatives and works closely with the General Manager. The nature of the services mean that much of the work is outward and customer focused, looking to enable other government departments, Te Tiriti partners, academics, private research companies and community groups. Some of the key pieces of work for the Principal Advisor to lead or be involved with over the next 6 months include:
» Setting out the strategic, long-term, view for the Integrated Data Service, and within this a realignment of the current operating model for the service.
» Providing oversight on the implementation of community-located initiatives enabling the integrated data community to better and more consistently engage with each other and the data they are working with.
» Setting the path for any operational policy updates required across the branch.
» Providing oversight of new and bespoke data uses to ensure strong data stewardship and ethics are maintained and enhanced.
» Providing advice and helping to shape priority work across the DSL group, and into the government data system.
The Principal Advisor will bring strong leadership abilities and strategic thinking to the function and branch. This is a vital function for the continued relevance of Data Services. Because the Principal Advisor – Data Services takes a lead in work ranging from emerging and strategic to urgent and delivery focused, there are a lot of connections required across a variety of customer groups and stakeholders, as well as strong links with priorities at Stats NZ (including Living in Aotearoa and Census 2023).
N?u te rourou| What you bring
We encourage and consider transferable expertise and practice gained from outside of work e.g., cultural, community work, sports, volunteering, or a comparable function in a different sector or industry.
We want to see the following in your application:
» Why Tatauranga Aotearoa – Stats NZ is the place for you, why us, and why Government?
» Any information about your expertise and practice, or desire to lgain and build expertise and practice of Te Tiriti, Tikanga, Te Reo and Te Ao M?ori, and engagement with M?ori.
» How you’ve demonstrated or encouraged diversity and inclusion in and/or outside of work.
» How you maintain a strong culture of customer service, delivery, and open communication -both written and verbal.
» Build and maintain strong relationships with important customers and stakeholders to ensure needs are understood and that risk or customer discomfort is highlighted early.
» Develop new networks to recognize emerging customer groups and new opportunities for service provision across the branch.
» Take a lead function across the Data Services leadership abilities to ensure any development aligns with, and contributes effectively to, the direction for Data Services and the Data System leadership abilities group.
» Proactively drive their own development, looking for opportunities to stretch and build their skill set – acting for and representing the General Manager and Data Services will be an expectation for this function.
this function would suit an enthusiastic, and authentic thought leader. A strong focus on, and practice with, customer delivery would be advantageous. Previous practice with stewarding good data practices including the use of ethical frameworks and ensuring privacy whilst maintaining good value from appropriate data use would be attractive.
