About our group and team
Evidence, Data and Knowledge group (EDK) – We create high quality evidence to inform policy and practice.
The Analytics and Insights (A&I) team is responsible for undertaking research, evaluation and analysis which supports the Ministry’s early learning and schooling policy and operational functions. The team works across the organisation to promote the effective use of evidence and ensuring the Ministry’s educational priorities fulfil government objectives and meet the needs of stakeholders. The team leads the work and advice on overall education priorities and performance by ensuring pathways and systems from early childhood to the workplace enable students to achieve to the best of their capability. A key focus of this team will be the analytics and evidence supporting the Ministry’s implementation of a social investment approach.
The Analytics and Insights team uses a range of national and interna tional data, from a range of sources including national and international surveys, administrative data and qualitative methods. Information technology will focus its permanent resources on priority pieces of work and will also support other pieces of analysis, research and evaluation that are contracted out to external organisations.
About this function
The Principal Evaluator M?ori will lead the Kaupapa M?ori evaluation approach for Ka Hikitia (the M?ori Education Strategy). One of the key deliverables is the development of the Performance and Learning Framework in partnership with Te Puni K?kiri and the M?ori Eduction Group, the Ministry of Education to understand and communicate the impact of Ka Hikitia – M?ori success as M?ori.
The framework will:
   » measure system performance using quantitative, qualitative, and financial data
   » have maximum appliccapability in different contexts across the system
   » have the flexibility to allow for fluctuations and new activity
   » allow for iterative improvements.
This approach to evaluation requires a significant level of engagement, capcapability development and leadership abilities across all sectors and stakeholders. This brings together multiple perspectives to stimulate collective action.
The function will also support the Kaupapa M?ori evaluation capcapability and cultural competency of the Analytics and Insights Team, Evidence, Data and Knowledge and when feasible, help build the K?upapa M?ori evaluation capcapability across the Ministry of Education.
About you
To be prosperous, you will need to have the following:
   » Tertiary qualification in research, social science, economics, public policy, or related discipline
   » Proven knowledge of te reo M?ori (to intermediate level)
   » Excellent relationship expertise to work with range diverse r?p?, wh?nau, including key relationships within the sector
   » capability to be guided by m?tauranga M?ori, tikanga, and kawa
   » practice in evaluation -kaupapa M?ori research or evaluation
   » Excellent written and oral communication expertise including negotiation and facilitation expertise and practice
   » Understand traditional and contemporary M?ori values and knowledge; knowledge of Tikanga and Te Reo M?ori, capability to apply Te Ao M?ori in work, and commitment to Te Tiriti o Waitangi
   » Knowledge and knowledge of significant professional research and evaluation codes and standards and the ethical issues involved in releasing sensitive information into the public arena
