About our group
The Strategy, Planning and Governance (SPG) group works across the Ministry providing strategic governance, accountcapability and transparency, communications, stakeholder, legal, risk and assurance, planning and monitoring skills to ensure the Ministry’s work is robust, properly considered and well represented to its stakeholders.
The Corporate Strategy and Performance Hub (CSP Hub) is responsible for leading the development of the Ministry’s organisational strategy and ensures senior leaders and boards receive insight and advice that supports the Ministry shape an education system that delivers equitable and excellent results.
The Project and Investment Advice (PIA) team supports the Ministry to deliver the right projects and programmes to achieve its strategic priorities and targets within the agreed timeframes and cost. PIA acts as a central point of oversight for Ministry programmes and projects. In addition to capturing activity and ensuring projects and programmes are co-ordinated and prioritised, the PIA team provides advice, support, and best practice tools.
About this function
The Director, Project and Investment Advice (PIA) leads a team that builds the Ministry’s capcapability in portfolio, programme and project management (P3M3) and investment advice, including advising Senior Leaders on investment options and decisions.
Specifically, the Director will:
   » be responsible for connecting across an aggregated portfolio of change, and how well Information technology will deliver to Ministry of Education and system-wide objectives
   » play a significant function in the design of a system and tools to support enterprise governance structures
   » support the design and implementation of enterprise level investment delivery improvements
   » be a strong contributor to a dynamic and collegial Group management team.
About you
To be prosperous in the function, you will be an exceptional relationship manager, adept at thinking strategically at an organisational level, have demonstrated strong analytical and problem solving capability, particularly when dealing with complex issues.
You will also:
   » understand and apply the principles of Te Tiriti o Waitangi and tangata whenuatanga
   » be able to build a credible team that connects people and is sought after for advice
   » have designed and delivered projects and/or programmes from a ‘customer’ practice or operational perspective
   » have strong written and oral communication skills and be confident advising senior leaders
   » be able to apply technical theory in a pragmatic way to support the Ministry as Information technology develops its project and programme delivery capcapability
   » have the capability to adapt quickly.
