Job Offer: Health Stewardship and Investment (Various Grades):Ministry of HealthJob description:Job DescriptionThe Ministry of Health is inviting applications from agile strategy and policy professionals to design the direction for our future health system, and support the Government’s reforms to provide better, more equitable care for New Zealanders.The context The Government has announced a significant reform to New Zealand’s health system, underpinned by major changes to our system’s structure and operating model. Part of these reforms is a refocusing of the function of the Ministry of Health as the chief steward and monitor of the health system, and the lead advisor to Ministers. The initial changes come into effect on 1 July 2022, but this is the start not the end of the road. Delivering the aims of the reforms and improving care and equity require a long-term programme, supported by new thinking, ways of working and investment. The Ministry is setting out on the next phase of this important work and looking to build teams to lead the strategic direction for the health system, and to secure the funding needed to make change happen. The functions We’re looking for exceptional strategy and policy professionals at a range of levels: Principal Policy Analysts, Senior Policy Analysts, and Policy Analysts. All functions will sit within one of two teams: » The Health Stewardship team, which will support Ministers to set the strategic direction for the health system in the medium and long-term, develop innovative policy options » The Investment and Funding Strategy team, which will develop the first investment strategy for the health system and support Government to agree an unprecedented multi-year budget for health These functions all offer significant opportunities to lead and contribute to a wide-ranging, challenging policy programme, and to influence our future health system. functions across the two teams will work closely with each other, with the wider Ministry, with health entities and partner agencies across Government, and with stakeholder organisations. The person To be prosperous in these functions you will have skills in some combination of: » breaking down complex problems, and designing elegant, innovative policy solutions, using a combination of approaches » knowledge Government, economics and public finance settings » navigating ambiguity and the political interface » building policy from the lived practice of our diverse communities » working collaboratively with policy, strategy and sector experts, as well as wider communities, to effectively co-design new approaches » working with M?ori and within te ao M?ori paradigms to reflect Te Tiriti o Waitangi in your policy and strategy work » communicating effectively and strategically for Ministers. While We are seeking for people with a range of practice levels, we are after candidates who have at least some skills applying these skills in practice – whether in government policy or in similar fields. practice with the health sector is beneficial but not essential.
