General Manager, Infrastructure Regulation

The Commerce Commission is New Zealand's competition, consumer, consumer credit and economic regulatory agency. Information technology plays a crucial function in ensuring New Zealand's markets are competitive, consumers and businesses are well informed, and sectors with little or no competition are appropriately regulated.
The Commission is an independent Crown entity responsible for enforcing laws relating to competition, fair trading, and consumer credit contracts. Information technology also has regulatory responsibilities in relation to the electricity, gas, telecommunications, fibre, fuel, dairy, and airport sectors.
Due to its growth as an organisation, growing expectations, a growing focus in the Infrastructure Regulation area (including potential future legislative changes) and the desire to increase capacity for its senior leaders to collaborate more effectively with key stakeholders and across the organisation, this new function within the Commission's senior leadership abilities team has been created.
Reporting to the Chief Executive, this tier 2 function is an exciting and unique opportunity for a talented General Manager to lead, develop and be accountable for the Commission's Infrastructure regulatory function.
The Infrastructure Regulation branch's work makes New Zealanders better off through the economic regulation of infrastructure in Aotearoa, where there is limited competition, and responsibility for results connected with regulatory systems (Part 4 of the Commerce Act and Part 6 of the Telco Act).
As there is a great deal of consistency in the tools used across the different sectors where there are existing and mature regulatory regimes for infrastructure regulation, the branch is structured by a regulatory tool - Price Quality regulation and Information Disclosure regulation.
Your superior and proven leadership abilities skills, alongside an absolute determination to contribute at all levels will drive the Infrastructure branch to contribute collaboratively across the business, and externally, as the Commission continues to implement its Fit for the Future programme of work.
To be considered for this position, your knowledge and practice will include:
   » being a senior leader, with a track record of turning ideas into tangible delivery through inspiring a focused and committed team
   » an in-depth knowledge of economic regulation, or as a minimum, other regulatory systems, and how you can apply that knowledge in this function
   » ideally, deep skills in the infrastructure sector
   » a track record of collaboration and building strong stakeholder relationships
   » in-depth knowledge of the machinery of government, the regulatory systems and regulatory tools, applied across strategy, enforcement, operational policy, and stakeholder engagement.
This is a critical senior function in the Commission and provides opportunity for government and business savvy executives to play a key function for the Commission in developing and operating a Fit for the Future regulatory regime providing long-term benefits for New Zealanders.
