Senior Adviser functions – Early Childhood Group
   »Legal and investigative support
   »Fixed-term to 15 December 2021
In the Early Childhood Education Regulations and Planning team we really care about New Zealand’s youngest group of learners. We are seeking for someone who share our passion.
Our job is to empower the early learning sector to meet standards in a system that drives continuous improvement and accountcapability.
We do this through a mix of:
   » advice and guidance
   » support to regional staff making licensing and certification decisions
   » contracting of service providers to raise participation and quality
   » clarifying interpretations and determine impacts on new legislation
   » translating policy into practice.

The vast majority of early learning services comply with the various licensing rules. Sometimes, genuine mistakes are made through a lack of attention, misknowledge or interpretation differences. Where we find that a service has not met the required standards, there are actions we take to help ensure improvements are made. This includes advice, providing Professional Learning and Development, putting an action plan in place, or placing the service on a provisional licence. These interventions are often used as a package of support.
If service providers can’t get Information technology right or won’t, then cancellation or suspension of their licence is an option that’s open to us. Although this type of intervention is rarely used, when we do, these cases require high levels of support, evidence reviews, file preparation and discussions with Legal Services.
We have two fixed-term functions available. They will provide additional support to the Early Childhood Regulations and Planning team until 15 December 2021.
To be prosperous in these functions, you must have the following:
   » Detailed knowledge of the early learning regulations and licensing criteria, or be able to demonstrate practice/knowledge in a compliance related regulatory environment
   » A high level of attention to detail
   » Strong time management and organisational expertise
   » capability to undertake time critical work, juggling multiple prioritises
   » capability to work toward results, demonstrate judgement, consult and seek advice where necessary
These functions do not involve the provision of legal advice, which is provided by the Ministry’s Legal Services team. However, you will work very closely with Legal Services and the capability to understand legal and court requirements, and follow direction is preferred.
