Operational Policy Design: Fixed-term to 2 December 2022
If you are passionate about supporting New Zealand’s youngest group of learners to thrive and enjoy working out how to translate big policy ideas into practice, then a function in the ECE Operational Policy Design team is for you.
Now is an exciting time to join the Early Childhood Education Operational Policy Design team as we start to implement changes linked to the Early Learning Action Plan including the Government’s long-term strategy to lift pay and repair long-standing pay inequities. The ECE regulatory review is also a key focus of our team’s work programme.
Our team is in the process of transitioning key policy changes including pay parity into operational settings and We are pursuing a Lead Adviser to support this work.
Our team:
   » translates policy into operational settings to support practice
   » provides advice and guidance to clarify funding rules, regulations, licensing criteria and guidance
   » supports regional staff in making regulatory decisions
   » determines impacts of new legislation

The Early Childhood Education Resourcing and Operations Group is responsible for superviseing the regulation and funding of over 5,000 early learning services and k?hanga reo in New Zealand.
A key function of our work is to ensure the regulations and funding rules are well understood and that early learning services know what is expected of them to comply with the regulatory framework and ensure New Zealand’s youngest group of learners thrive.
About this function
This fixed-term function will provide additional support to the ECE Operational Policy Design team until 2 December 2022. A key focus of the work will be leading and supporting workstreams linked to a series of changes the Ministry is introducing across the regulatory and funding landscape, including pay parity. Our team is instrumental in ensuring policy changes are able to be implemented. This involves providing robust advice to our policy colleagues to influence policy settings as well as framing the operational settings that help embed policy changes into our current systems and processes.
To be prosperous in this function, you will have the following:
   » Detailed knowledge of the early learning regulations and licensing criteria or be able to demonstrate practice/knowledge in a compliance related regulatory environment
   » An knowledge of the relationship between policy intent and implementation requirements connected with different operational policy design approaches
   » An knowledge of working in a change transition environment
   » capability to build and maintain strong relationships across a diverse group of people
   » capability to work toward results, demonstrate judgement, consult and seek advice where necessary
   » capability to identify problems, synthesise and interpret information, offer improvements and provide or develop practical solutions
   » capability to understand and apply Te Tiriti of Waitangi in the work of policy development and implementation
   » A tertiary qualification in a significant field and/or significant practical practice (for example, practice in a similar function)
