The functions
We are seeking for several practiced and capable developers to work in different teams across the Ministry.
   » The Partner Self-Service IST team manages some legacy Java apps within the ministry which are critical for managing the contracts and payments with our social services providers. In the future, we will also be working to build and maintain apps to improve the exchange of information between our partners and the Ministry.
   » The Workflow and Integration and Rapid Deployment teams build and maintain solutions which help our clients and partners access digital services, and that support our staff to deliver services to our clients.
   » The Content Management team manage our Web Content Management and Search systems which are critical for building and maintaining our websites.
We are seeking for people who are proficient in one or more of the following, and be open to using (and if necessary, learning) different coding languages and practices:
   » Java
   » Oracle SQL
   » PL/SQL
   » CSS
   » JavaScript
   » Perl
   » PHP
   » IBM Integration Bus
   » IBM Master Data Management
   » IBM MQ
   » IBM Business Process Modeller
   » IBM Operational Decision Manager
   » RESTful APIs
   » Webservices
To be prosperous as a senior developer, you should demonstrate great skill in creativity and innovation, capability to thrive in a high-pressure environment, and possess excellent communication expertise. Ultimately, a top-notch senior developer should have broad practice in software development, be able to keep up to date with deadlines, and have strong analytical expertise.
These positions would suit practiced and capable developers with a strong background in software development ideally with a tertiary degree in Software Engineering. The candidates will need to have many years' practice and a proven track record of delivering high quality code. The candidates will also need to have practice of design and implementation of significant feature changes.
A mix of the following expertise are required for these positions:
Partner Self-Service - Services and Contracts (One position)
   » Minimum 5 years Java practice
   » practice with Java J2EE technologies like JSP, Servlets and JDBC
   » practice with using Java Spring framework, SQL, JPA, hibernate (including broad practice of Java 8).
   » JavaScript. practice with jQuery and AJAX is highly desirable.
   » XML & HTML
   » A very strong knowledge of Software Development Life Cycle (should be passionate about following it)
   » A strong working knowledge of version control systems in particular Subversion and GIT
   » Can demonstrate dedication on making accurate documentation and maintaining it.
   » A very strong working knowledge of build tools, particularly Maven and AntA good working knowledge of Orchestration tool like Jenkins and artifact repository tools such as Nexus
Workflow and Integration – Data Cache (One position)
   » Java development practice
   » practice in RESTful APIs (JSON and/or XML), Web Services (SOAP), XML schemas
   » practice in Integration and practice with IBM Integration Bus, IBM Master Data Management and/or MQ Series and DataPower
Rapid Deployment - Rapid Platforms (Two positions)
Position One
practice with the following:
   » Oracle APEX
   » Oracle SQL and PL/SQL
   » REST architecture and practice in developing RESTful web services
   » CSS and JavaScript
Position Two
   » practice with IBM BPM or ODM (and Rules framework implementation, WODM or JRules / ILOG, Decision Validation Services)
   » practice in end to end BRMS located systems integration and customisation
   » practice with the following supporting technologies – IBM WebSphere, Web Technologies, J2EE, Java, XML, SOAP, Rest Webservices, JavaScript
   » practice implementing IBM FileNet P8, IBM Datacap and IBM Content Navigator solutions
   » practice with RPA tools
   » Familiar with SQL coding
Knowledge – Content Management (One position)
   » practice with Web Content Management systems platforms – PHP located system (Silverstripe, Drupal) and Perl (TeamSite)
   » practice with the following supporting technologies – J2EE, Java, XML, SOAP, Rest Webservices, JavaScript, XML, HTML
   » practice implementing replacement Web Content Management Systems in organisations and migrating existing services across to a new platform
   » practice with setup of Code Management Tools within Web Content Management systems
   » A strong working knowledge of version control systems in particular Subversion and GIT
expertise and Requirements for all functions:
   » A proven software engineering background
   » Good written and verbal expertise; capability to articulate ideas and problem solve
   » Open minded and practical - we focus on using technology to deal with real business and technical problems
   » Can demonstrate dedication on making accurate documentation and maintaining it
   » Highly motivated, engaged, proactive - someone who is constantly learning and willing to help others
   » A very strong knowledge of Software Development Life Cycle (should be passionate about following it)
   » Able to work independently and/or as part of a team
   » practice in coaching and mentoring less practiced developers
   » Maintain high-quality code, unit test coverage and follow review practices
   » Excellent time management
   » practice with agile software development methodologies and use of tools like JIRA, and Confluence (or similar tools)
   » Knowledge of Agile methodologies, with preference for SAFe
   » Knowledge of DevOps principles
   » practice in continuous integration using Jenkins for builds, code coverage, running test
