PROCUREMENT SPECIALIST - CAPITAL WORKS, MAJOR PROJECT DELIVERY

About the Organisation:

This large public sector enterprise provides high-quality and responsive healthcare services to the growing community population of South Auckland and, with this dynamic growth there is an increased demand to construct numerous new facilities and to upgrade infrastructure assets as outlined in a significant capital development programme of work.
About this function:
Reporting to the Project Director, the Procurement Specialist will ensure that best practice procurement processes and compliance is in place to support the capital delivery of construction projects.
Working in collaboration with the Project Managers and being the Subject Matter Expert to guide procurement strategy, planning, contract models, and assembling RFx's on all major projects, the Procurement Specialist will have in-depth expertise and application of the Government Rules of Sourcing.
Sitting within the Major Capital Works project team, the focus of this function will be to facilitate the procurement plan development and approval for all tenders, reporting to Government, ensure procurement processes and systems are fit for purpose to the organisation, and work alongside the project managers to ensure the tender process through to contractor engagement is managed efficiently, effectively and meets project deadlines. Strong working partnerships will need to be formed with Legal and Finance, along with Contract Managers, and to maintain vigilant oversight of the procurement process flow within the Major Capital Works Team to ensure good governance and compliance.
About you:
To be prosperous you will have significant tertiary qualifications (MRICS, CIPS, QS, Finance, etc), with project management training Prince2, PMP), and have 5+ years of practice in construction/infrastructure environments as a Procurement professional at management function in an enterprise-level procurement function. You will have detailed expertise of Consultant and Construction Contracts, be able to effectively negotiate and manage supplier relationships and performance, be able to work effectively in a complex, collaborative multi-disciplinary environment, and be practiced in working with technical specialists and contractors.
You will be highly motivated with a pragmatic, flexible, and adaptable approach, and be a proactive positive, and contributing team player with practice and communicating with people of diverse backgrounds all of whom want to make a difference within this organisation.
