About our group and team this function reports through the ERS Programme Manager to the Associate Deputy Secretary Resourcing and Early Learning Operational Delivery, Sector Enablement and Support, and is located in the ERS Programme delivery team. Day-to-day reporting is to the Project Manager connected with the design and build of the ERS solution. The Ministry of Education manages the disbursement of funds from Vote Education. The existing Education Management Information System (EDUMIS), and connected systems, distributes approximately $8 billion of this funding to schools and ECE service providers in the form of grants, claims and staffing entitlements. EDUMIS is cumbersome, costly to change, reliant on manual processing, and is an outdated 30-year-old legacy Information technology system. The ERS Programme addresses some fundamental issues of EDUMIS and connected systems and will deliver a new digital resourcing service, underpinned by a flexible, fit-for-purpose, Information technology platform that is capable of delivering resourcing to ECE, schooling and (potentially) tertiary sectors that allows the Ministry to become a better informed steward of the New Zealand education system. The programme has prosperously established and proven the first elements of the system in Production and is now focussed on the next major development milestones. About this function The Product Manager is the champion of product value from the perspective of the customers, the people that are funding the effort. Information technology integrates the needs of end users with the intentions of customers and the constraints of organisational context and Information technology serves as a conduit between key stakeholders and the development and implementation teams. The Product Manager articulates and ensures a shared knowledge for the product vision and guiding principles for the product. About you To be prosperous in this function you will have: » a Computer Science or Business degree, or equivalent business practice » expert knowledge of the business domain area of the product » consciousness of technical aspects sufficient to enable good trade-offs » proven practice in leading, influencing and building credibility across a range of stakeholders. You will also offer: » at least three years’ practice working as a Product Owner or in product management or in a comparable function » proven capability to translate business and customer needs into product roadmaps (great products and services do not always need technology) » knowledge of Agile practices (Kanban, Scrum, XP) and familiarity with Agile models, tools and ways of working and familiarity with Agile models, tools and ways of working » strong leadership abilities and management expertise and the capability to see the ‘bigger picture’ » practice in project and programme management framework, tools and techniques » financial knowledge to inform funding decisions, prioritise short and long-term investment, and manage value-for-money trade-offs » apassion for engaging with customers to get deeper knowledge of opportunities and to guide decision making.
