About our group and team
Te Puna Kaupapahere is the Ministry’s policy group with a whole-of-system focus covering early learning, compulsory schooling, and tertiary. This includes M?ori medium, te reo M?ori, Pacific and Learning Support.
We provide advice to enable an education system which contributes to the expertise and knowledge needed by people for social, cultural, economic and environmental wellbeing. We develop policy about vocational expertise, access pathways, international education, and student financial support.
We also manage the Ministry’s international engagements and cooperation agreements.
About the team
The Budget Strategy and Coordination Team sits at the centre of investment decision making in the education system. The team runs the annual Budget process for the Ministry of Education, from developing the Ministry’s Budget Strategy to delivering the education package on Budget Day.
This is a great opportunity for anyone looking to get greater exposure to one of the core processes of Government, which is high profile internally, for Ministers and with the education sector. In this team, you will get the opportunity to:
   » guide and advise on education priorities for the annual Budget process. This involves building an knowledge of government’s education priorities, the Ministry’s priorities and needs, environmental scanning and knowledge cost pressures and their drivers
   » ensure fit of education priorities within the overall government strategic and policy direction for budget
   » advise on the inevitable trade-offs needed between initiatives in what is a contested and scaled process.
   » help to shape a coherent package of initiatives to this end, as no one initiative sits in isolation
   » build a sound knowledge of the vote, current expenditure/drivers and public finance processes
   » develop your mentoring and coaching expertise, working with other teams to provide training and support through the Budget process.
The Budget is not something delivered in isolation. In this team, you will work closely with Ministers’ offices, other government agencies (most notably the Treasury) and gain invaluable insight into ministerial decision making. You will also get exposure to a variety of work programmes from many different teams, giving you a cross-ministry view of priority work items and how these come together to deliver results for learners, wh?nau and communities.
About the function
We are seeking for a Senior Policy Analyst to join the team. You may be a Senior Analyst looking for greater responsibility and opportunities to influence decision makers, or you may be an practiced Analyst looking to progress to the next level.
Core expertise needed in this team are the following:
   » An capability to think strategically about priorities in the education system while also knowledge the detail of individual initiatives that may need funding
   » Strong relationship management expertise, working with teams across the Ministry to develop proposal for funding and to engage in a policy-driven process
   » Thinking critically to enhance the rigour of initiatives and the wider education package
   » Agility to work across multiple issues within a large organisation and deliver high-quality information within tight timeframes
   » Good writing expertise, including practice preparing advice for Ministers and senior leaders, and proficiency with excel
   » Keen eye for detail to ensure accuracy of information all over the process
