HNZ and MHA are inviting expressions of interest from senior Data and Insights Managers / SME with proven practice in delivering system level change. Previous practice in the New Zealand Health sector would be an advantage.
Reforming New Zealand’s Health System
The Minister of Health has committed to a significant reform of the New Zealand health system, underpinned by major changes to our system’s structure and operating model. The changes will reduce fragmentation, strengthen leadership abilities and accountcapability, and improve equity of access and results for all New Zealanders.
In terms of NZ Health System procurement and supply chain this necessitates the covering of three current system issues: a disaggregated system, a lack of clinical engagement and a lack of focus on Equity. A programme aimed at building a cohesive procurement and supply chain system; embedding a clinical engagement model enabling to optimisation and partnering to improve equity within the system has commenced.
Scope and deliverables
The Data and Insights Manager will develop and provide oversight to the strategic approach for the data and insights capcapability (both qualitative and quantitative) for Health NZ’s procurement and supply chain system, including how this is positioned against other agency data insight functions.
The Data Insights Manager will be responsible for the strategic establishment of procurement and supply chain monitoring and reporting functions. This position will lead the set-up of how applicable frameworks are developed as well as how they will become part of the regular procurement and supply reporting.
The deliverables include the following:
   » Provision of direction and oversight to all data and analytics requirements in support of the detail P&SC operating model design project
   » Lead the development of the P&SC performance management, monitoring and reporting frameworks
   » Develop the implementation roadmap for how the P&SC system can regularly report against (yet to be developed) frameworks. This includes considering the cycle and type of reporting for a diverse range of audiences (e.g. use of dashboards, snapshot reports, annual reports)
   » Enable the commencement of reporting of these frameworks early in the establishment of the Centre Led system
   » Set-up data sharing agreements with the significant agencies to support regular and timely access to data needed
   » Advance action to address data gaps and continuous data improvement monitoring performance
   » Update frameworks so they maintain their status as significant and current
   » Build and maintain relationships with other agencies with who have procurement and supply chain data and insight functions
   » Develop and lead high quality integrated approaches to analysing and communicating data to a broad range of audiences and stakeholders
   » Improve access to significant data, for example working alongside Ministry of Health teams to examine strategies that encourage access and meet continuing expectations
   » Identify opportunities for continuous improvement of data collection, analysis and reporting in the health and wider social sector, recommend practical solutions
   » Act as a liaison to other agency teams, regional networks and the wider sector to ensure resolutions occur at the source of data quality issues
   » Ensure the Director Procurement and Supply Chain and other GMs receive high quality advice and support
What you will bring to the function
   » Previous practice in developing and implementing data management capabilities (qualitative and quantitively) at a senior across organisation level
   » Proven capability to consult with internal and external stakeholders to create effective digital solutions and support delivery and operation of these services
   » broad skills delivering and operating products across multiple platforms
Te Tiritio Waitangi
The programme of work is grounded in Te Tiriti o Waitangi principles, and all functions will involve engagement with diverse stakeholders, and working with M?ori to give effect to Te Tiriti o Waitangi.
The function
this function is a 12-month fixed-term appointment until April 2023.
The team can be Wellington or Auckland located and flexible working is possible. The function will involve national travel.
