NEMA’s primary focus is on the performance and capcapability of the emergency management system as a whole, across all hazards and all risks and the 4 Rs of risk reduction, readiness, response and recovery. The Regional Partnerships Business Group facilitates, connects, and influences regional emergency management system partners and stakeholders in New Zealand and the Pacific, enabling positive results for communities before, during and after emergencies. The Ministry of Foreign Affairs and Trade (MFAT) and NEMA are committed to New Zealand providing an effective and timely response to disasters globally and in the Pacific, and to improved levels of resilience and enhanced capcapability for risk reduction, readiness, response and recovery from disasters in the Pacific. This is carried out through the Pacific Disaster Risk Management Programme, funded by MFAT and managed by NEMA through a Memorandum of knowledge. The Programme runs to June 2024. Working with Pacific Island Countries, this function manages and provides technical emergency management input in conformity with their needs. expertise & practice / Tohunga & Wheako » A tertiary qualification or equivalent in emergency management or related discipline OR an equivalent body of knowledge and practice » Strong practice in building and maintaining effective relationships » Strong practice in stakeholder engagement and relationship development, including organising and facilitating training workshops and development of implementation plans » Capacity development and information sharing in a multi-cultural environment and working within the context of government to government partnerships » practice in working in an operational environment and operational decision making » knowledge of hazard risk management. Knowledge of aid programmes, the New Zealand emergency management system, and the Machinery of Government would be an advantage. Providing effective technical input, will bring the following attributes: Personal Attributes / ?huatanga Whaiaro » Political savvy and able to sense when and how to adjust to the stakeholder and their needs / perspectives; » Self-management and able to stay calm under pressure, with a high level of personal resilience; » Anticipates complex problems and risk, watches for tell-tale indicators that warrant intervention, and providing timely and considered advice on appropriate interventions; » Previous work in the Pacific Islands and/or knowledge of Pacific culture and context; » Discretion and tact.
