About our group
The Secondary Tertiary team sits within the Early Learning and Student Achievement Group (ELSA) and covers the transition from senior secondary through to tertiary and employment.
ELSA works tomake learning and teaching significant, real and valued. We deliver and maintain critical services for the education sector to support responsive learner pathways from early childhood into further education, training, the workforce and society. ELSA performs a crucial function working between the strategy and policy teams, and the sector facing functions. The Secondary Tertiary team is responsible for operational policy, curriculum and support programmes for Year 11-13 learners, and the secondary-tertiary interface. This includes senior secondary curriculum, NCEA (including the continuing NCEA Review and preparing for the Review of Achievement Standards) and secondary-tertiary programmes.
Senior Programme Adviser function
The Secondary Tertiary team is responsible for operational policy, curriculum, and support programmes for Year 11-13 learners, the secondary-tertiary interface.
The Senior Programme Adviser provides high quality advice and support for the effective management and delivery of the Secondary Tertiary work programme. This includes providing advice to the Programme Director and staff across Secondary Tertiary to support the quality and maturity of project management; developing and maintaining programme level plans, risk and dependency registers; and monitoring and reporting on delivery and resourcing. The function ensures appropriate processes, advice and implementation plans are developed to support equity and excellent results across the Ministry.
About the person
The person we seek will be an adaptable, fast learner who can appreciate the importance of well delivered projects so we can make the best difference to all New Zealanders. Our ideal candidate will take pride in producing high quality work, be an innovative thinker, have leadership abilities expertise and will be comfortable working independently to achieve defined objectives. The person will be sensitive to cultural values and have a good knowledge of the principles of Te Tiriti o Waitangi.
They will have sharp interpersonal expertise, superior writing expertise, and will be comfortable working with a diverse range of stakeholders and representing the Ministry.
practice and qualifications
Candidates will have the following:
   » Solid practice working in a programme/project environment and significant tertiary qualification and/or formal project or programme management qualification e.g. Prince2, MSP
   » capability to think strategically, foresee risks and opportunities and provide appropriate advice
   » Demonstrated excellent relationships management and influencing expertise
   » Strong written and verbal communication expertise
   » practice of working from a te ao Maori perspective to coordinate project results
   » Knowledge of and practice of the Machinery of Government and/or public sector – an education background would be desirable but is not essential.
