About our group and team The Early Learning and Student Achievement (ELSA) group is a key part of the Ministry, with over 300 staff. Information technology sets system-level learning standards and supports education leaders to lift progress and achievement for all children and young people. The group achieves this by advising on New Zealand’s curricula, the provision of personalised learning pathways, and a quality and sustainable education workforce. At the heart of our work is making sure that every day, in every early learning service, k?hanga reo, school, and kura, the education workforce and curriculum delivery is world class, and focuse d on what New Zealanders need for their best future. Within ELSA, the Scholarships and Awards team is responsible for administering, managing and delivering programmes that support future teachers on their pathways towards teacher training and employment; and programmes that support teachers to continue developing their professional practices. About the function Keen to contribute to our education system, you will draw upon your background in programme and project management, providing leadership abilities and support across the team to ensure we deliver key initiatives on time and to a high standard. We’re looking for someone who can shape, drive and lead work programmes and has proven practice in working collaboratively across multiple workstreams and programmes. Leading with purpose is a key skill to help strengthen our team’s workstreams across all work programmes to ensure a strong delivery to the sector. About you As an practiced Programme Manager, you will be able to establish programme requirements including project initiation processes with an capability to consider long-term objectives and organisational strategy. You will also be able to establish and maintain effective working relationships with subject matter experts, project managers and senior managers. To be prosperous in this function, you will have or be able to develop a breadth of expertise across the following capabilities: » Previous practice in people leadership abilities and people management » Coaching and mentoring team members to enhance their capabilities within the team » Good knowledge of techniques for planning, monitoring and controlling programmes » Good knowledge of programme and project management methods such as MSP and PRINCE2 » Manages conflict professionally and does not take situations personally » Excellent communication expertise and the capability to work collaboratively with others to deliver results » The capability to understand and apply the principles of Te Tiriti o Waitangi and tangata whenuatanga.
