About our group and team
Te Puna Kaupapahere is the Ministry’s policy group with a whole-of-system focus covering early learning, compulsory schooling, and tertiary. This includes M?ori medium, te reo M?ori, Pacific and Learning Support.
We provide advice to enable an education system which contributes to the expertise and knowledge needed by people for social, cultural, economic and environmental wellbeing. We develop policy about vocational expertise, access pathways, international education, and student financial support.
We also manage the Ministry’s international engagements and cooperation agreements.
About the team
The Budget Strategy and Coordination team (the team) is comprised of six staff who manage the annual Budget process for the Ministry of Education, covering both Vote Education and Vote Tertiary Education.
This includes the following:
   » Developing the Ministry’s budget strategy
   » Providing advice to Ministers and the Ministry’s Senior leadership abilities on investment priorities across the education portfolio
   » Co-ordinating initiatives across Vote Education and Vote Tertiary Education, including the following:
   » Cost pressure initiatives
   » New initiatives
   » Reprioritisation and savings options
   » Thinking critically to enhance the rigour of initiatives and the wider Education Package
   » Co-ordination and production of budget-related communications for internal and external audiences
   » Providing timely and significant advice to Ministers and the Ministry’s Senior leadership abilities all over the process
   » Attending to post-budget tasks including preparing for the Education and Workforce Committee’s examination of the Education Package, pro-active release of budget-related documents and reviewing the process to update the strategy for the next budget round
The budget process is fast-paced and fluid, requiring an agile and adaptable team. From September to June the team practices intense periods of work and needs to deliver high-quality information within stringent timeframes.
About the functions
The functions involve maintaining relationships with colleagues all over the ministry. The work involves analysis that requires accuracy with detailed information. Strong candidates will bring good writing expertise and proficiency with excel. Information technology would appeal to candidates who enjoy working on multiple issues within a large organisation.
Desirable:
   » An knowledge of the workings of the Ministry of Education is advantageous but not required
   » Familiarity with the government budget process, especially in an education context
You may be an practiced Analyst / Advisor who is looking to progress to the next level, or you may be an practiced Senior Analyst / Advisor looking for greater responsibility and opportunities to influence decision makers and demonstrate your suitcapability for a leadership abilities function.
