About our group
The Secondary Tertiary Group sits within Early Learning and Student Achievement (ELSA) and covers the transition from senior secondary through to tertiary and employment.
ELSA works to make learning and teaching significant, real and valued. We deliver and maintain critical services for the education sector to support responsive learner pathways from early childhood into further education, training, the workforce and society. ELSA performs a crucial function working between the strategy and policy teams, and the sector facing functions.
The Secondary Tertiary Group is responsible for operational policy, curriculum and support programmes for Year 11-13 learners, and the secondary-tertiary interface. This includes senior secondary curriculum, NCEA (including the continuing NCEA Review and preparing for the Review of Achievement Standards) and secondary-tertiary pathways and transitions.
Principal Advisor function
The Operations and Implementation team is responsible for the prosperous implementation of the NCEA change programme. The team provides services to the programme, including participatory design, planning and delivering implementation support for the sector, community and stakeholder engagement, and communications.
The Principal Adviser leads, inspires, supports, and motivates others in the design and implementation of the goals, actions and purpose of the Ministry and intention and principals of the change programme.
The Principal Adviser supports the Operations and Implementation team with guiding and leading the implementation of the NCEA Review of Achievement Standards and other projects across Secondary Tertiary.
About the person
We are seeking for someone who is thoughtful, agile and adept at handling ambiguity and complexity. Our ideal candidate will take pride in producing high quality work and will be comfortable working independently to achieve defined objectives. The person will be sensitive to cultural values and have a good knowledge of the principles of the Treaty of Waitangi.
They will have sharp interpersonal expertise, superior writing expertise, and will be comfortable representing the Ministry in working with a diverse range of stakeholders and in public settings.

Candidates will have ideally have the following:
   » practice in working within the public sector and knowledge of the political environment and how related issues should be managed.
   » Strategic thinking (i.e. sees issues through a range of lenses and stakeholder perspectives; and recognises broader implications and connections between issues)
   » Strong written and oral communication with impact (i.e. conveys energy, urgency, confidence, and a sense of ease)
   » Fosters a continuous improvement culture across the team (i.e. so that team members are encouraged and empowered to identify and seize opportunities to enhance business performance)
   » Coaches and mentors’ individuals (i.e. invests time in coaching and mentoring their staff, to assist them enhance the capabilities required in their current functions and the functions they aspire to)
   » Purposeful about where they invest their time (i.e. takes a deliberate work management approach which strikes an effective balance between proactive and responsive work activities)
   » The capability to understand and apply the principles of Te Tiriti o Waitangi and tangata whenuatanga
   » Teaching practice an advantage
