About our Group
The Secondary Tertiary team sits within the Early Learning and Student Achievement Group (ELSA) and covers the transition from senior secondary through to tertiary and employment.
ELSA works to make learning and teaching significant, real and valued. We deliver and maintain critical services for the education sector to support responsive learner pathways from early childhood into further education, training, the workforce and society. ELSA performs a crucial function working between the strategy and policy teams, and the sector facing functions. The Secondary Tertiary team is responsible for operational policy, curriculum and support programmes for Year 11-13 learners, and the secondary-tertiary interface. This includes senior secondary curriculum, NCEA (including the continuing NCEA Review and preparing for the Review of Achievement Standards) and secondary-tertiary programmes.
Senior Adviser function
The Senior Adviser is responsible for leading the advice and application of business information and ensuring that business and system improvements are enacted. They work within the Business unit to provide corporate support and strategically advise the Group Manager, Senior Manager- Business and Senior Managers across projects and business cases in Secondary Tertiary.
The Senior Adviser leads, inspires, supports, and motivates others in the design and implementation of the goals, actions and purpose of the Ministry and intention and principals of the Secondary Tertiary team.
About the person
The person we seek will be an adaptable, fast learner who can appreciate the importance of well delivered projects so we can make the best difference to all New Zealanders. Our ideal candidate will take pride in producing high quality work, be an innovative thinker, have leadership abilities expertise and will be comfortable working independently to achieve defined objectives. The person will be sensitive to cultural values and have a good knowledge of the principles of Te Tiriti o Waitangi.
They will have sharp interpersonal expertise, superior writing expertise, and will be comfortable working with a diverse range of stakeholders and representing the Ministry.
practice and qualifications
Candidates will have the following:
   » practice in working within the public sector and knowledge of the political environment and how related issues should be managed
   » Strategic thinking (i.e. sees issues through a range of lenses and stakeholder perspectives; and recognises broader implications and connections between issues)
   » The capability to understand and apply the principles of Te Tiriti o Waitangi and tangatawhenuatanga
   » An knowledge of end to end cycle of Procurement and Contracts within Government
   » capability to confidently and appropriately engage with a range of stakeholders from different cultures and backgrounds
   » capability to design and deliver internal and external stakeholder engagements, both general and targeted, to generate valuable and usable insights/advice
