It is important for candidates to know that Northland Regional Council is currently undergoing a health and safety risk assessment to determine the risks of COVID-19 in our workplace and whether vaccinations are inherent to ensuring the health and safety of our team and customers. this function is subject to the risk assessment and, depending on the outcome, may need to be completed by a fully vaccinated individual.
Well-connected within iwi and hap? of Te Tai Tokerau. Provide strategic advice and guidance on issues of significance to M?ori. Drive collaborative relationships, representation, and response at regional level.

A position has been created, which is pivotal in order to facilitate collaboration across Council and iwi to deliver to Council's obligations under the Treaty of Waitangi, as well as to grow relationships between tangata whenua and council, ensuring voices are heard and significant engagement is had.
Te ?hua o Te T?runga – The nature of the position
The strategic intent of this position is to lead theM?oriengagementteam, to build high trust relationships between council and tangata whenua andto providespecialist advice and guidance to council. Enabling effective engagement and significant participation by tangata whenua in council's activities, you will be positioning yourself, ensuring Council is aware oflocal and nationalM?orirelated initiativesand able recommend aspectsfor adoption intocouncil plans and operations.
Furthermore, you will ensurecouncil is well informed of M?ori perspectives and is meeting its legislative and cultural responsibilities to, and for M?ori.Developing effective relationships and networks with iwi,hap?andwh?nauensuring Council's obligations under the principles of the Treaty of Waitangi are met.Cross organisationally, you will add enhancements via your cultural advice, making certain that there areappropriate, and fit for purpose engagement protocols developedand adhered to by members of the team, and by the wider organisation.
Intrinsic to this position, is your natural skill to develop real, significant, and high trust relationships, fostering confidence with iwi and hap?, knowledge aspirations, and honouring past concerns. The aim is to journey together, keeping communication channels proactive, being able to temperature check and be responsive to concerns, and rapidity represent these views to Council.
Advancing the implementation of the NRCM?oriResponsiveness Framework – Te Wh?riki, will also see you developing and running specific internalM?oricultural and engagement training. Reporting to the GM Governance and Engagement, this is a unique and vital position that will call out to those with a superior cultural competence, who can authentically engage, and is able to demonstrate and promote the value of tikanga M?ori in a humble and uplifting way. Leading a small team, you will have the skill set, and significant people practice so that you have others journey with you, inspire and mentor.
Ensuring that knowledgeenvironmental and significant issues forM?orias tangata whenuaincludeiwiand hap? contextssuch asTreaty settlementsandthepolitical landscape isavailable tobetter informcouncil's plans. This will include its overall operationalactivities,and decisions, to ensure a high level of technical knowledge within specialistM?oriplanning areas. In particular, legislativerequirements, Treaty settlements, planningrequirements, case law, national policy, issues, and trends and initiatives, are all available to help shape council's plans, operational activities, and decisions.
Ng? tino P?kenga/Wheako – Essential expertise/practices for the function
Significant practice working with iwi andhap?in a Te Tai Tokerau setting is required for application. A Tertiary qualification ishighlydesirable, this may however be offset by considerable, significant practice. All candidates must be able to display significant cultural competency, driven by their own personal mana and passion to bring about change.

   » A demonstrated knowledge, and hands on practice of the context of local government andtheir legislative responsibilities to M?ori.
   » Significant capcapability and fluency in Te Reo M?ori and full immersion within Te Ao M?ori.
   » Knowledge of M?tauranga M?ori, practical application of principles of Te Tiriti o Waitangi in a corporate setting.
   » Demonstrated practice working in a function with similar drivers and expected results, ideally with previous New Zealand local or central government practice.
   » An knowledge of the political, economic, and regulatory environment applicable to New Zealand local authorities, including the Treaty of Waitangi.
   » The practice to effectively manage internal and external stakeholders through advocacy, negotiation, and collaboration, with the capability to influence, persuade and inspire others to achieve results.
   » Able to demonstrate the proven capability to work collaboratively to develop and maintain highly effective relationships.
   » Demonstrated management level decision-making, planning and motivation expertise.
   » The proven expertise to empower and uplift the mana of others.
   » Excellent interpersonal and relationship building expertise, with the capability to influence and enable change.
   » Great presentation and oratory expertise, able to write deliver and facilitate training.
You will be tasked with developing and running of internalM?oricultural and engagement training.As such, you will enjoy engaging and presenting in front of others and have a level of comfort working from the boardroom to the Marae. Overarching to the position is the skill to properly represent, knowledge, environmental and significant issues forM?orias tangata whenuaare included iniwiand hap? contextssuch asTreaty settlements.The position will also require a strong technical knowledge within specialistM?oriplanning areas,including legislativerequirements, Treaty settlements, planningrequirements, and case law, to support and shape council's plans, operational activities, and decisions.
