About the opportunity
The Funding and Fees Policy team is seeking an practiced senior policy analyst to join our high-performing team. We are seeking for someone who can help develop advice on the funding of tertiary education in New Zealand by bringing policy, analytical and strategy expertise to bear on issues that matter for the tertiary education system. You will work across a range of policy areas, contributing to the development of a tertiary education system with high aspirations for every learner that reduces barriers to education and equips learners to succeed in work and in life.
Working in Funding and Fees Policy, you will have the opportunity to do the following:
   » Help shape our thinking on how we invest in tertiary education to support the achievement and wellbeing of learners
   » Lead analysis and advice on policy issues that are critical to the success of the tertiary education system
   » Develop advice that gives practical effect to Te Tiriti o Waitangi
   » Work in an open, flexible and supportive environment
   » Build strong links across the Ministry and partner agencies, ensuring that our advice reflects an end-to-end view of the education system
About our group and team
The Funding and Fees Policy team is one of four tertiary education policy teams within the Te Puna Kaupapahere group. The Ministry’s function in tertiary education policy offers exciting challenges for policy professionals. Our work sits across social and economic policy, and we work closely with other government agencies including TEC, NZQA, MBIE, and others.
We lead interesting and challenging work programmes aimed at strengthening tertiary education at a systems level to ensure that Information technology is inclusive, responsive, and delivers equitable results for M?ori and Pacific learners, and other under-served learner groups. The policy work of the group includes developing the Tertiary Education Strategy and advice on the system as a whole; access and participation in tertiary education; structural reforms of vocational education and training; tertiary education research; funding and fee-regulation.
Te Pune Kaupapahere group is responsible for whole-of-system, end-to-end policy integration covering early learning, compulsory schooling, and tertiary including M?ori medium, te reo M?ori, Pacific and Learning Support.
We hold the relationship with all Ministers and provide integrated policy advice to them, including those responsible for Pacific and M?ori education. We collaborate across government organisations so our advice to Ministers is joined up. Our group provides policy support for all Te T?huhu. We work to develop strong internal relationships as well as working closely with other central education agencies and other parts of the government

About you
We’re looking for a Senior Policy Analyst who brings passion, energy, and policy practice.
We’d like to hear from you if you are an practiced, policy professional who is practised in providing high-quality, evidence-located advice to Ministers. You will be a thought leader who shares knowledge and helps to coach and mentor more junior policy analysts to develop their capabilities. You will lead on policy projects, developing sound frameworks and leading policy development processes.
To be prosperous in this function you will have an inquiring mind and understand how government can influence the education system; scan the horizon for challenges and opportunities; and make connections to our work. Critical to your success will be your capability to build positive relationships and engage in effective dialogue with both internal and external stakeholders. You will also offer the capability to understand and apply the principles of Te Tiriti o Waitangi and tangatawhenuatanga; capability in te reo M?ori would be an advantage.
