About our group and team
Evidence, Data and Knowledge group (EDK) – We create high quality evidence to inform policy and practice.
The Analytics and Insights (A&I) team is responsible for undertaking research, evaluation and analysis which supports the Ministry’s early learning and schooling policy, front line operational functions to determine what works well and not so well for learners. The team works across the sector to promote the effective use of evidence and ensure the Ministry’s educational priorities fulfil government objectives and meet the needs of stakeholders. The team leads work and provides advice on education priorities and performance by evaluating learner results from early childhood to the workplace.
The Analytics and Insights (A&I) team applies a mixture of quantitative and qualitative methodologies by drawing on a range of national and international dat a, including from national and international surveys, administrative data and the IDI. The A&I team draws on its own in-house skills to undertake priority pieces of work as well using AOG providers to contract out all or part of an evaluation.
About this function
The Chief Data Scientist (CDS) function is to ensure that EDK and the broader Ministry takes a strategic approach to creating value from data.
The key accountcapability is to drive innovative and effective approaches to the use of data and information to improve learner results. The function will manage expectations of stakeholders across the business group, the Ministry and other government agencies and wider education sector and data science community. Information technology also includes superviseing the creation of insights and anticipating knowledge requirements.
The CDS function is expected to be a deep subject matter expert (SME) and have capability and practice in mentoring and coaching other members of the team.
About you
To be prosperous, you must have all the following:
   » Masters or PhD in Statistics, Mathematics, Computer Science, or other comparable quantitative fields of study
   » Background in data with a deep knowledge of issues in multiple areas such as data acquisition, cleaning and processing, and data management
   » practice in statistics, data mining, machine-learning, and solving problems using a data-driven approach
   » Have demonstrated practice across a wide variety of quantitative modelling methods
   » capability to apply machine-learning models to more qualitative data e.g. text mining and analysis
   » Relational database skills including data modelling and implementation
   » A high level of proficiency in SQL and skills in at least one or more of R, Python and JavaScript
   » capability to translate, communicate and present technical data into simple and easy to understand information and tailor the materials to intended audience
   » Demonstrated capability to think conceptually and create novel solutions
   » Affinity for working collaboratively with colleagues and stakeholders to determine needs, obtain information and develop approaches
   » Acute eye for detail, taking pride in the accuracy of your work and offering robust and constructive peer review to colleagues and sound mentoring skills
Strong hiring preference will be given to candidates with working practice in the Integrated Data Infrastructure (IDI).
