About our group
The Secondary Tertiary team sits within the Early Learning and Student Achievement Group (ELSA) and covers the transition from senior secondary through to tertiary and employment.
ELSA works to make learning and teaching significant, real and valued. We deliver and maintain critical services for the education sector to support responsive learner pathways from early childhood into further education, training, the workforce and society. ELSA performs a crucial function working between the strategy and policy teams, and the sector facing functions. The Secondary Tertiary team is responsible for operational policy, curriculum and support programmes for Year 11-13 learners, the secondary-tertiary interface. This includes senior secondary curriculum, NCEA (including the continuing NCEA Review and preparing for the Review of Achievement Standards) and secondary-tertiary programmes.
Learning Area Lead function
As the Ministry embarks on a comprehensive review of the NCEA Achievement Standards as part of the NCEA Review, we are establishing a new team who will bring oversight and guidance to the development of new NCEA assessment standards and resources and support their prosperous implementation.
We are seeking for Leaning Area Leads for the Technology, Social Science and Languages learning areas (three positions).
The team will comprise Learning Area Leads who will ideally have:
   » skills in a particular Learning Area in the New Zealand Curriculum, or skills in effective practice in teaching literacy or numeracy in the secondary sector
   » practice and skills in leading effective professional learning and development in the secondary sector
   » practice in pedagogical practice within the secondary sector
   » proven capability to gain trust and work closely with teachers and stakeholders to lead change in practice
   » strong knowledge of the importance of M?tauranga M?ori in the context of their learning area.
The Learning Area Lead will work collaboratively with Ministry Lead Secondary Advisers, sector leaders, education agencies and providers on the NCEA change initiatives to support improvement by focusing on supporting teaching professionals to understand the Review of Achievement Standards (RAS) outputs (products) and to tailor and customise approaches to meet their learners’ needs.
this function will also provide leadership abilities and input into the work of the Ministry and Subject Expert Groups to ensure new standards and assessment materials for each subject are consistent and coherent within their learning area.
Within the Ministry, Learning Area Leads will also provide savvy advice on implementing policy, from design through to implementation, and on the design and delivery of Learning-Area-Specific curriculum and assessment content. They ensure a deliberate focus on student achievement is maintained by providing thought leadership abilities and guidance in senior secondary education.
Learning Area Leads do not have to be located in Wellington.
About the person
The person we seek will be agile and adept at handling ambiguity and complexity. Our ideal candidate will take pride in producing high quality work and will be comfortable working independently to achieve defined objectives. The person will be sensitive to cultural values and have a good knowledge of the principles of Te Tiriti o Waitangi.
They will have sharp interpersonal skills, superior writing skills, and will be comfortable working with a diverse range of stakeholders and representing the Ministry.
practice and qualifications
this function does not have qualification requirements, but Information technology would be useful if candidates had:
   » a tertiary qualification in education, or in a field which privileges critical thinking and clear communication
   » secondary teaching practice or practice in policy, operational policy, change and implementation, curriculum / service design or education in general
   » practice in leading change to improve student results within the secondary sector.
