Policy Advisor function in Emergency Management
   » Provide policy advice on significant emergency management policy matters
   » Contribute to NEMA’s National Disaster Resilience Strategy and stewardship of the Civil Defence Emergency Management Act 2002
   » Deliver high quality advice during emergency responses and recoveries
The National Emergency Management Agency (NEMA) provides national leadership abilities to New Zealand’s distributed emergency management system. NEMA’s primary focus is on the performance and capcapability of the emergency management system as a whole, across all hazards and all risks and the 4 Rs of risk reduction, readiness, response and recovery. The Policy Business Unit is responsible for providing emergency management related policy advice to government, the CDEM sector and the wider emergency management and national security systems. This includes stewardship of the CDEM framework, including a priority programme to renew the CDEM Act to ensure Information technology is fit for purpose. The Policy Business Unit also supports NEMA, its Regional Emergency Management Advisors and CDEM Groups during responses to emergencies.
We have a Policy Advisor vacancy available in this team and are looking for a candidate with the following attributes:
   » A solid knowledge of emergency management, national security, and/or risk management is desirable. An interest in the field and proven aptitude for fast learning is essential.
   » A practical knowledge of, and interest in, public sector systems and processes, including Machinery of Government and legislation.
   » practice using significant policy frameworks and analytical tools to analyse issues and develop advice including Treaty of Waitangi analysis.
   » capability to think strategically about issues when developing policy advice and to anticipate future trends and their implications for existing policy trajectories.
   » Skilled at proactively building and leveraging collaborative stakeholder relationships at a range of levels.
   » capability to quickly adjust and adapt to changing conditions and still perform to the required standards.
