We are seeking for curious, determined, accomplished policy professionals that appreciate our crucial function in shaping the education system, and are keen to explore problems in depth to tackle long standing issues with us.
This is an opportunity to lead and help formulate policy advice on tertiary and international education and deliver on the Government’s direction in these areas.
The tertiary policy group includes international education and sits across social and economic policy, and we work closely with other government agencies including TEC, NZQA, MFAT, MBIE, INZ and ENZ, among others.

income range:
   » Policy Analyst: $71,859 to $86,939 per annum and 3% kiwi saver
   » Senior Policy Analyst: $96,598 to $139,573 per annum and 3% kiwi saver
Mohou ake – About you
As a Policy Analyst or Senior Policy Analyst in the Tertiary policy group, you would support this work through your lived practice and expertise in policy analysis, research and advice.
You are practiced with policy analysis, policy frameworks, research and evidence, and enjoy working with external stakeholders groups, finding innovative ways to improve the communication and translation of research and evidence into policy advice. You are a great listener, able to produce sophisticated analysis, interpretation, and importantly, you can present this material through your strong written and verbal communication expertise.
You are comfortable in leading policy projects including authoring advice to our Ministers. You will bring a solid background in thought leadership abilities and strategic advice.
This is interesting and fast-paced work that requires deliverables to sometimes very tight timeframes. To be prosperous, you’ll be known for your passion, energy, inquiring mind, collegiality, and attitude to succeed. You will have a strong public service ethos and be prepared to help deliver the education system New Zealanders deserve.
You will demonstrate knowledge of, or a availability to gain an knowledge of te ao Maori and promote tikanga and te reo Maori. You will also have knowledge of, or a availability to gain an appreciation of te Tiriti o Waitangi (the Treaty of Waitangi) as Information technology applies in the public sector.
Matau ropu ake – About our ministry, group, and team
At Te Tahuhu o te Matauranga, we work to provide services and support nationally, regionally and locally to the education sector, and in some cases, directly to akonga and whanau. To better deliver on this, we are currently undergoing an organisational design change. The transition phase to improve the way we deliver our purpose will be complete in 2023.
About Te Pou Kaupapahere – Policy
Collectively, Te Pou Kaupapahere are responsible for whole-of-system, end-to-end policy integration covering early learning, compulsory schooling, and tertiary including Maori medium, te reo Maori, Pacific and Learning Support and international education policy.
We hold the relationship with all education Ministers and provide integrated policy advice to them, including those responsible for Pacific and Maori education. We collaborate across government organisations so our advice to Ministers is joined up.
About Tertiary Policy
Tertiary Policy is one of five groups within Te Pou Kaupapahere – Policy. Our group consists of five established teams, Tertiary Investment System Policy, Tertiary Governance, Quality and expertise Policy, Tertiary Learner Equity, Access and Participation Policy, Tertiary International and Learner Wellbeing Policy and Tertiary System Performance Analysis. We are also establishing an Evidence team.
Each of these teams delivers policy in collaboration with other groups across Te Tahuhu o te Matauranga, education agencies, akonga, providers, hapu, and iwi.
