Te ?hua o Te T?runga – The nature of the position
To provide specialist technical and strategic support, advice and guidance to the council governance and staff on council's legislative and cultural responsibilities to M?ori. Furthermore, the position supports an educational remit, establishing and instructing on impacts of these obligations on council's functions and functions.
Representing council, and supporting other staff to do so, at local and national hui and conferences , you will be pivotal in helping to maintain council's reputation as a leader in the delivery of effective M?ori participation.
A key area of this function will be the capability to provide accurate and timely specialist advice to council on issues as they affect M?ori, which may include changes to legislation, regional plans, reports, and strategies, and on issues around their implementation. Additionally, within your remit is the provision of skills on legislative and other Treaty of Waitangi obligations to assist in the development of strategic and operational plans. Contributing to the development and review of policy, process, and guidance material to fulfil council's statutory and other obligations to M?ori, whilst also ensuring alignment with council's organisational vision and values. This includes making submissions to other councils and identifying and helping to manage risks related to policy, procedure, and legal work. Researching and maintaining specialist expertise on local, regional, and national M?ori issues and, where appropriate, make recommendations for integration into council plans and processes.
Contributing directly to council's area of focus on community results, you will be building enduring relationships with t?ngata whenua and enabling their capacity to engage with council.
Broadly establishing effective relationships and networks with M?ori, iwi and other stakeholders, you will facilitate and enhance overarching engagement with M?ori in Northland, including mediating and negotiating differences between council and t?ngata whenua and working to identify mutually agreed solutions.
Supporting the M?ori Relationships Team in advancing the implementation of council's M?ori Responsiveness Framework – Te Wh?riki, which will also see you assist council and staff to understand their legislative, local government and Te Tiriti o Waitangi obligations to M?ori.
Ng? tino P?kenga/Wheako – Essential skills/practices for the function
A significant tertiary qualification in areas such as M?ori studies, environmental planning, law, or social science would be highly beneficial to your application.
Skills, expertise, and practice required for application include:
   » The demonstrated practice within policy and M?ori development work.
   » Sound expertise of te reo me ?na tikanga M?ori and Te Tiriti o Waitangi.
   » Great written and oral communication skills.
   » Well-developed conflict resolution skills and the capability to build relationships with a wide variety of people.
   » expertise of iwi rohe boundaries and practice working with iwi and hap? in Taitokerau.
   » Local government practice and a working expertise of the Resource Management Act (RMA), Local Government Act, and other significant legislation.
   » The proven skills to empower and uplift the mana of others.
   » Excellent interpersonal and relationship building skills, with the capability to influence and enable.
   » capability to assess situations quickly and determine action, along with problem solving and negotiation skills that achieve win-win results.
   » Excellent analytical and research skills.
   » Well-developed computer literacy skills including practice in the use of Microsoft applications Word, Excel, and Outlook.
A current full, clean driver's licence will be required for this position.
This position will require you to maintain a high level of technical expertise within specialist M?ori planning areas, including legislative requirements, Treaty settlements, planning conditions case law, national policy, issues, trends, and initiatives, and on local regional matters pertaining to M?ori. Advising on and supporting council involvement and participation in treaty settlement processes, will call not only to your skills, but critically your past practice working within, and infinity with Te Ao M?ori.
