Job Offer: Improvement Advisor – National Localities Team:Ministry of HealthJob description:Job Description» An opportunity to contribute to a fundamental component of our new health system» Six month, fixed-term or secondment function » Flexible location with National Travel iHNZ is inviting expressions of interest from people with knowledge, skills, and practice in applying quality improvement and change management methodologies in health care systems. We are seeking for either full-time or part-time people to work with us on a six month secondment or fixed-term contract to support iHNZ’s development of the locality approach to organising and delivering primary care and community services. The functions would lead or contribute to one or more of the following: » Development of the locality prototypes to design, test, and implement process and service change for better health results » Developing locality capcapability in quality improvement methodology and use of connected tools » continuing monitoring and review of locality plans » Establishing a national locality collaborative to support the national roll-out of localities as part of system reform Reforming New Zealand’s health system: The Minister of Health has announced a significant reform to New Zealand’s health system, underpinned by major changes to our system’s structure and operating model. The changes will reduce fragmentation, strengthen leadership abilities and accountcapability and improve equity of access and results for all New Zealanders. The establishment of localities, and the initial prototypes, are a fundamental component of our new health system and a key enabler of prosperously delivering the intended results of reform. The prototypes will be the exemplars of how localities will deliver better results, improve integration of providers and drive new commissioning and funding models. Embedding quality improvement processes, tools and techniques to achieve this is critical to this aim. Te Tiriti o Waitangi The programme of work is grounded in Te Tiriti o Waitangi principles, and all functions will involve engagement with diverse stakeholders, and working with M?ori to give effect to Te Tiriti o Waitangi. Ng? P?kenga me ng? Wheako – Skills and practice The Improvement Advisor, Localities?will play an important function in supporting the prototypes to test, refine and adopt new ways of working that improve care results. Working as part of the national team but closely with locality providers, commissioners and community leaders, the function will be critical to embed quality improvement and change management methodology into localities adding capacity and developing capcapability. Acting as a strategic and pragmatic change agent, the Improvement Advisor will provide quality improvement leadership abilities to a range of service redesign and development projects integral to Locality Plans working within both western collaborative and M?tauranga M?ori approaches. Whilst the team is Wellington-located, flexible working is possible. The function will involve national travel. To be prosperous in this function, you will need the following skill-sets: » Knowledge and practice of prosperously applying quality improvement methodology, tool and techniques to complex system environments » Expert facilitation and change management » Expert project management » Demonstrated system thinker and knowledge of current New Zealand health sector landscape » knowledge and practice in development of models of care » Excellent written and oral communication skills » knowledge of M?ori and Pacifica models of health » knowledge of Matauranga M?ori principles and aspirations » knowledge of the needs of LGBTQI+ and those with disabilities » knowledge of Te Tiriti o Waitangi approach About iHNZ The interim Health NZ (iHNZ) is a departmental agency designed to ready our health system for 1 July 2022, when a permanent Health NZ will be created as a Crown agent. The overwhelming focus of iHNZ is on system preparedness for reform, and on developing the infrastructure and leadership abilities which Health NZ will need to succeed as a permanent feature of our health system. The permanent Health NZ will be a very significant entity, with around $80,000 staff and a budget of over $20 billion – and from 1 July 2022 will take responsibility for managing and commissioning across New Zealand’s whole health system. Health NZ will assume the responsibilities of District Health Boards, and the operational functions of the Ministry of Health. Information technology will need to do so in a way which maintains continuity of care while shifting towards the health system we want to have in the future: one which is more equitable and sustainable. Health NZ will do this in partnership with the M?ori Health Authority, another new entity that will similarly grow from an interim form. The heart of iHNZ’s function is preparing the entity, and the wider health system, for this transition on 1 July 2022. This includes the following: » Building leadership abilities structures to assume DHBs’ staff, contracts and responsibilities » Growing a partnership with the interim M?ori Health Authority, to ensure the organisations have a clear map for how they’re going to work together moving forward » Readying the system by shifting and building functions as required – including ‘shadow’ functions so Health NZ can get ready for its significant responsibilities early » Contributing to key early artifacts – like the NZ Health Plan and NZ Health Charter – which will come to define our future health system.
