BE&S – Business Enablement and Support
You will be a key member of the Business Enablement and Support (BE&S) group. In BE&S we deliver well-connected, efficient and effective corporate services that enable our people to do their best work every day. The essential services, support, tools and resources we provide help make the Ministry a great place to work.
Within BE&S the Ministry procurement team has its sights set high, we are well on our way to being the benchmark for high-performing procurement teams in government.
We support the Ministry’s priorities through effective engagement of third-party providers to deliver commercial and educational results, ensuring strong commercial stewardship, value for money and management of supplier risk.
About these functions
The Principal Procurement Specialist provides specialist procurement insight, mentoring and support for Group Managers and teams. This requires multi-level engagement working collaboratively to influence and develop relationships. Tasks include performing needs analysis, developing sourcing strategies, establish procurement plans and manage high quality procurement processes that deliver tangible value to each Group and the wider Ministry.
The Principal Procurement Specialist is also responsible for creating, communicating and delivery of the ‘end to end’ procurement life cycle, as well as identifying and implementing areas of improvement through the procurement of products and services that support the Ministry, the Education Sector, for both English and Te Reo M?ori language mediums as well as initiatives for all cultures.
About you
To be prosperous in this function, you will be a key member of the procurement team, driving procurement excellence and continuous improvement both within the Ministry and across a broader, multi-agency, education procurement services network. You are able to develop and articulate your vision, and establish key relationships across government and private procurement organisations.
Additionally, you will also offer as follows:
   » Bring energy and enthusiasm to promote and shape how procurement can improve results not just adherence to process
   » Have practice in doing things differently to meet the needs of client and supply partner groups with a range of differing cultural and working practices
   » A good knowledge of differing needs and ways of working to support greater inclusion of M?ori and Pacific peoples business
   » Good commercial acumen, an knowledge of what drives good service value and how to identify and minimise key commercial risks
   » Well-developed commercial/contract negotiation practice including practice in managing high value and or politically sensitive negotiations
   » Significant relationship building practice including the capability to provide specialist advice, influence and consult with a broad range of stakeholders in the public and private sectors
   » Excellent verbal and written communication expertise
   » The capability to understand and apply the principles of Te Tiriti o Waitangi and tangata whenuatanga
