About our group and team
Our aim is to put children and young people at the heart of the education system and encourage all New Zealanders to participate in lifelong learning. The Sector Enablement and Support Group is the key interface between the Ministry and early learning schools and kura services me ng? k?hanga reo, education providers, and communities.
About this function
this function will be in place for 18 months to be part of a small team involved in the national review of supports for children and young people with the highest levels of learning support need, commissioned by Ministers through the Learning Support Action Plan 2019-2025. The purpose of the review is to ensure we provide the right supports for children and young people into the future to have positive education results and achieve their full potential.
The Project Manager is responsible for the effec tive operational management, planning and delivery of the Review of Interventions for students with High Learning Needs.
They will need to work collaboratively with the Manager Interventions Review, who has responsibility for thought leadership abilities and stakeholder engagement for the Review.
This is a wide-ranging position, and some of your responsibilities will include the following:
   » Plan and manage the day to day operation of the Review project, applying project management principles and systems
   » supervise and manage the Review project, considering long-term objectives, organisational strategy and change management requirements
   » Develop and maintain a comprehensive project plan and align and sequence activities to ensure that linkages and dependencies between related projects and initiatives are identified and managed
   » Ensure the deliverables from the Review project and work-streams, including the final report from the Review, are to the appropriate level of quality, on time and within budget, in conformity with the project plan and governance arrangements
   » Establish programme office requirements including project initiation processes, quality standards, monitoring, reporting and benefit realisation measurements
About you
Your background should include project management practice, ideally in the public sector and the capability to demonstrate the following practice:
   » Effective leadership abilities, interpersonal and communication expertise.
   » practice leading and influencing a team without having direct authority
   » Effective team building expertise and the capability to mobilise others to get the project over the finishing line
   » Good knowledge of techniques for planning, monitoring and controlling projects
   » Good knowledge of the procurement process including negotiation with thirdparties
   » Good knowledge of programme and project management methods including MSP andPRINCE2
   » Good knowledge of budgeting and resource allocation procedures
   » practice in managing public sector processes, in particular the identification and management of media and other risks
   » practice developing, managing, and controlling project planning including risks, issues, changes, quality, timelines, costs, resources, interfaces and dependencies
To be prosperous in the function, you’ll be working collaboratively with key internal and external stakeholders, developing relationships at senior levels. You’ll be communicating your ideas through high quality communications orally and in written form. We’ll count on you to shape, frame and design our process and thinking using a diverse and inclusive approach.
You will also offer the following:
   » Sound knowledge of the purpose and current provision of learning support services and supports across a range of needs and settings
   » The capability to understand and apply the principles of Te Tiriti o Waitangi
