Te ?hua o Te T?runga – The nature of the position
The function of General Manager Equity and M?ori Health Development is an integral part to improving access, uptake, and results of Primary Health Care Services for M?ori and other minority at-risk groups. The position holds primary responsibility for the implementation and maintenance of a unifying plan that targets the needs of a diverse patient population. With a strong and overarching emphasis on engagement with treaty partners, a primary remit will be to ensure CCPHO align with the principles of the Te Tiriti o Waitangi through a Te Ao M?ori world view. Proving a vital linkage with the M?ori population, you will be ensuring a balanced approach is taken to cultural equity across all ethnicities.
Reporting to the Tumu Whakarae – CEO, the GM EMHD will drive all aspects of culture, equity diversity and inclusion. Championing equity so Information technology embeds within the organisational culture, along with demonstrating commitments to Te Tiriti o Waitangi will be a key objective of this function. With a wide variety of internal and external stakeholders, you will establish and leverage productive relationships and build effective partnerships across the business, the practice network and with key cultural influencers across the community.
This position will see you contributing and advising on, the design and implementation of all significant community and healthcare programmes, projects, and initiatives so as to actively engage, promote and generally improve health results. Actively contributing to the strategic decision-making processes, ensuring an equity lens is taken into consideration on any key work streams, projects or new ventures – you will be familiar with the population health reports and data. Able to proactively identify any equity gaps and provide solutions to target and engage specific population groups to project or contract managers, you will be able to take high level data.
Overarching to this, you will be ensuring CCPHO's health strategy, capacity and capcapability internally are aligned to Te Tiriti o Waitangi and a Te Ao M?ori world view. Furthermore, you will develop and circulate clear and realistic implementation roadmaps to ensure staff engagement, and feedback mechanisms are all fit for purpose, and embedded into the change process.
Liaising with the Clinical Quality Team for regular analysis of trends regarding uptake, barriers, and effectiveness of previous initiatives, you will seek to continuously improve delivery and relevance, designing measures to monitor progress towards achieving goals. Utilizing data and analytics to pinpoint health and social disparities to enhance results for patients, team members, and the community, you'll have the cultural competency and consciousness to advocate for health equity, uphold data sovereignty, and apply an equity-lens to understand, interpret and communicate evidence, data and information.
Centric to the position is the application of Te ao M?ori perspectives, developing and implementing the CCPHO strategic health plan to address cultural disparity in Primary Health results. Leveraging your M?ori cultural intelligence and knowledge of the diversity of M?ori realities, you will draw on your skills in applying resources and support needed to enable M?ori design thinking methods.
Furthermore, you will utilise your knowledge of ?whole of system' approaches, leveraging your cultural skill set and practice to enable M?ori worldviews and m?tauranga into all development and accountcapability into organisational mechanisms as well as contributing to the shared leadership abilities actions that uphold, honour and action Te Tiriti o Waitangi.
Ng? tino P?kenga/Wheako – Essential skills/practices for the function
This senior position calls to those with an appropriate Health related degree in; Population public/community health; health equity; M?ori health or similar. Sound knowledge of the Primary Health, Mental Health, Discapability or Social Services sectors, and health issues in New Zealand is expected, as are the following skills, knowledge and past practice.
   » An broad background in cultural community engagement, preferably in health sector or the health equity remit, supported by success in cultural leadership abilities, engagement and/or management-located functions.
   » Proven practice in engaging with iwi, hap? and M?ori organisations, supported by a competency in Te Reo me ?na tikanga.
   » A highly developed knowledge application of Te Tiriti o Waitangi, Crown obligations to M?ori with the capability to make these significant to stakeholders and operational applications.
   » practice in developing and applying rigour around the design and delivery of high-quality programme design, development.
   » Robust critical analysis and report writing skills, an exceptional capability to think strategically and critically analyse complex data and to recommend robust solutions.
   » The skills and practice to proactively identify any equity gaps and provide solutions supported by the practice in providing advice, development, and implementations at a senior level.
   » Proven people leadership abilities practice, supported by strong negotiation and facilitation skill set.
   » Extraordinary analytical skills and the capability to produce robust evidence and high-quality reports to support effective decision making.

You will have the natural aptitude to apply a variety of skills to engage people in a wide variety of situations in achieving quality strategic results. Proven skills and practice in service development and delivery for equity groups including – M?ori, Pacific peoples, mental health and addiction communities, discapability communities, and those within the palliative and end of life remit is required.
A highly relationship centric position, will see you proactively identifying and fostering new, and growing existing relationships with key external community, business and cultural stakeholders, targeting partnerships with those who can both accurately inform on challenges faced, and decide on proposed solutions. Working alongside the ELT to ensure their respective divisions are being proactively engaged with and supported on Equity matters, you will partner closely with the Tumu Whakarae/CEO and CCPHO communications teams to ensure maximum visibility of all prosperous equity projects/initiatives.
An active commitment to, and a sound knowledge of Te Tiriti o Waitangi and the unique status of M?ori as t?ngata whenua is imperative. Current knowledge and knowledge of the New Zealand health sector a governance level is also highly advantageous.
