About our group Te Pae Aronui is a newly formed group within Te Mahau. In Te Pae Aronui we use information, insights and service design functions to help Te Mahau frontline groups design and deliver services for the education sector. We service and support the frontline groups and play an integration function between the enabling functions and our frontline services. This is a great opportunity to join our new and exciting group as we move to focus our efforts more toward more flexible, responsive services for the education sector. About the function The Forecasting and Modelling team is responsible for analysis that supports the Ministry’s Early Learning and Schooling policy and operational functions. The team works across the organisation to promote the effective use of evidence, including by the following: » Delivering high quality forecasts of future public expenditure for large components of the over $11 billion that the government invests annually in the schooling and early childhood education system » Working with colleagues across Te T?huhu, Te Mahau, and beyond on cutting-edge policy development, utilising our skills in policy costing and impact analysis; and » Undertaking operational rate-setting and eligibility calculations, to ensure that schools and early childhood education services are appropriately funded We are currently looking for enthusiastic Analysts to join our team for the coming year. You will need to develop deep expertise of subject areas and then apply this expertise flexibly as operating environment and strategic priorities evolve. this function would be a great fit for an optimistic team player, who enjoys learning and problem-solving, is organised, and values great customer service. You will have the following: » A tertiary qualification in an area that involves data manipulation and analysis, such as economics, finance, mathematics, or science » A penchant for interrogating evidence and data and deriving meaning » A desire to be close to the action, welcoming the responsibility that comes with providing analysis that informs decisions critical to the future of the education system » An capability to think conceptually and translate new and emerging ideas into evidence-located quantitative analysis of financial and non-financial impacts » An eye for detail, taking pride in the accuracy of your work and offering robust and constructive peer review to colleagues » An affinity for working collaboratively with internal customers and other stakeholders to determine needs, obtain information, develop approaches and communicate results » Technical skills, such as advanced proficiency in Microsoft Excel, and practice with analysis, database, or query products such as SAS, SQL or R, would be an advantage » Professional practice in a significant discipline such as policy modelling, rate-setting, forecasting, or data extraction, manipulation and reporting is not a pre-requisite, but would be an advantage » Professional practice in a project or programme management function is not a pre-requisite but would be advantage Key responsibilities will potentially include the following: » Following established methods for forecasting expenditure and calculating funding rates and other information that enables the Ministry to resource schools and early childhood education services. Contribute to the continuous improvement of these processes » Contributing to the design of analytical frameworks and practical methodologies to estimate the financial and non-financial impacts of policy initiatives » Translating complex models and insights into accessible messages for customers and senior leaders to ensure appropriate interpretation, achieve buy-in, and influence decision-makers » Coordinating a programme of work which involves regular updates of funding rates for internal customers » Developing strong working relationships with members of the team, the broader Te Pae Aronui group, Te Mahau, and the policy, operational and finance arms of Te T?huhu.
