Job Opportunity: Director Procurement and Supply Chain:Ministry of HealthJob description:Job DescriptionHNZ and MHA are inviting expressions of interest from practiced procurement and supply chain executive leaders with proven practice in delivering system level change. Previous practice in the New Zealand Health sector would be an advantage.Reforming New Zealand’s Health System The Minister of Health has committed to a significant reform of the New Zealand health system, underpinned by major changes to our system’s structure and operating model. The changes will reduce fragmentation, strengthen leadership abilities and accountcapability, and improve equity of access and results for all New Zealanders. In terms of NZ Health System procurement and supply chain this necessitates the covering of three current system issues: a disaggregated system, a lack of clinical engagement and a lack of focus on Equity. A programme aimed at building a cohesive procurement and supply chain system; embedding a clinical engagement model enabling to optimisation and partnering to improve equity within the system has commenced. In support of above, We are seeking for a transformational system leader. Scope and deliverables The Director will provide trusted and respected leadership abilities that enables a new, nationally distributed group to work ‘as one’ in delivering coordinated support that is aligned with Health NZ’s strategic priorities. The Director will apply a high level of commercial acumen to ensure that the level of support optimises Health NZ’s investment. The Director ensures that key portfolio deliverables are met on time and within budget and will be expected to provide the level of leadership abilities to manage risks as they arise. The Director is responsible for the development and implementation of Health NZ’s procurement and supply chain operating model. The operating model will be founded on a Centre-led, Delivered Nationally, Regionally and Locally base principle that will effectively and efficiently bring together the current 20 DHBs and multiple shared services models. The Health NZ procurement and supply chain operating model will enable and drive the transformation of all procurement and supply chain related activity. Information technology will reduce fragmentation, strengthen leadership abilities/accountcapability, facilitate equitable participation and clinical engagement through co-design. System change and system stcapability The Director will be focused on facilitating system change and continuous improvement and innovative business solutions that enhance the delivery of support services across Health NZ. Director responsibilities include the following: » Oversight and direction to the development of the future procurement and supply chain operating model for Health NZ » Ensures that the portfolio leadership abilities collectively operates effectively and function models strong leadership abilities to all levels » Provision of vision and leadership abilities in the development and delivery of the P&SC strategic objectives that support Health NZ’s service delivery requirements aligned to the New Zealand Health Plan » Effectively manages the overall portfolio budget and ensures expenditure is always efficiently applied and delivers effective, sustainable results » Leads the management of strategic risks across the portfolio ensuring that P&SC leadership abilities understands risk impacts and effect across the portfolio and wider Health NZ » Leads on Health NZ’s delivery of procurement and supply chain services, ensuring the adoption and/or creation of leading commercial practice » Ensures the effective application of excellent commercial and general management practices which are aligned to leading practice standards » Ensures that the portfolio structures, leadership abilities, capcapability, and capacity are appropriate and available to deliver against objectives » Maintains an environmental, political, and institutional consciousness of issues and risks impacting on and affecting Health NZ, M?ori Health Authority and MoH » Identifies opportunities for P&SC improvement across Health NZ » Providing clear, concise and effective communication to all stakeholders tasks and responsibilities described above should not be construed as a complete and exhaustive list as Information technology is not the intention to limit in any way the scope or functions of the position. What you will bring to the function » Demonstrable system-wide practice in leading and managing through transformational system change, both within the organisation and externally » Demonstrable practice in leading and managing within an organisation where a high level of business acumen and political nous was required to create and deliver a strategic plan together with a multi-layered operating model that led to the achievement of organisational objectives and service delivery requirements » Significant procurement and supply chain practice at an executive level within large public facing multi-faceted or complex business environments with multiple customer and stakeholder interests and expectations, where procurement and supply chain services were a significant component of the portfolio » practice and capability to make long-term strategic decisions » practice in operating in a confidential and/or secure environment with access to sensitive information » Proven practice in developing and maintaining relationships both internally and externally with a wide variety of stakeholders » Previous public sector and commercial practice » Previous Health Sector practice (desirable) Te Tiriti o Waitangi The programme of work is grounded in Te Tiriti o Waitangi principles, and all functions will involve engagement with diverse stakeholders, and working with M?ori to give effect to Te Tiriti o Waitangi. The function this function is a 12-month fixed-term appointment until April 2023. The position can be Wellington or Auckland located and flexible working is possible. The function will involve national travel.
