Chief Advisor, Strategic Communications, External Relations and Media
The Health and Discapability System Review was finalised in 2020 and findings indicated that the complicated healthcare system in New Zealand was contributing to inequity and a lack of consistency in care. In order to simplify and coordinate the health system across the country, a new organisation has been created – Te Whatu Ora|Health New Zealand (HealthNZ). Te Whatu Ora has been created to achieve a vision of pae ora, healthy futures for all New Zealanders. The new system has been established around the priority results of partnership, equity, sustaincapability, person-and wh?nau-centred care, and excellence. The formation of Te Whatu Ora is a truly bold and courageous step in the journey to transform the way that health services are delivered in Aotearoa New Zealand.
Te Whatu Ora will manage the health system day to day and will plan and commission health services for the whole population – with responsibility for improving service delivery and results at all levels. The new organisation will unify the existing public health service, ensuring decisions on the ground are made in alignment with the strategic and national policy direction of the Ministry of Health. In partnership with the Te Aka Whai Ora|M?ori Health Authority, Te Whatu Ora will ensure that the system has a strong focus on Te Tiriti and health equity for M?ori.
The newly created function of Chief Advisor, Strategic Communications, External Relations and Media, sits within the Office of the Chief Executive and will report to the Chief of Staff who will directly advise the Chief Executive. this function will lead the external communications strategy for Te Whatu Ora – engaging with the wider community across Aotearoa as the sector undergoes broad transformation. Leading engagement tools and tactics to support Te Whatu Ora communications needs, the remit will also include the need for dealing with the combination of central agencies, Ministers and their offices and media.
Responsible for the frameworks to manage and build brand and reputation, you will design a communication and engagement system that ensures communities and stakeholder voices are heard. Accountable for managing risk and reputation by ?promoting, positioning and protecting ?will see you developing communication strategies, purposeful narratives and messaging for external and internal audiences that builds trust and confidence in Te Whatu Ora and the delivery of its strategic and operational priorities. You will be accountable for the establishment and maintenance of a stakeholder framework, systems, and resources, incorporating best practice measures particularly around management of feedback and insights.
Establishing a research, analysis, and insights programme, that is linked to community voice and engagement activity, you will influence and guide work programmes and provide information on reputation, consciousness, trust, and confidence measures using a mix of quantitative and qualitative research. The organisation is highly complex, and the transformation is broad, so candidates will need to be practiced in leading communications at scale both internally and externally – We are seeking for someone who can bring innovation to how we reach engage and hear back from our audiences.
We are undertaking a significant multi-year programme of change and communicating and engaging with our communities and stakeholders across Aotearoa all over these changes will be imperative to ensuring the organisation maintains and builds public trust and confidence. this function will lead our external communications strategy, ensuring that we are pro-active in sharing the journey of transformation, take our communities on the journey and that we engage authentically with significant stakeholders.
At a personal level, candidates will be practiced in implementing Te Tiriti and will be instinctively committed to striving for health equity and to the service of a highly diverse community. You will combine both passion and best practice with outstanding technical expertise to deliver exceptional, measurable results.
This is an exciting opportunity, for a highly practiced public sector communications expert to tell the story of both Te Whatu Ora and Te Aka Whai Ora – developing and maintaining te Whatu Ora's brand, visual identity and guiding its application across multiple channels and publications. You will be the point of contact for community and philanthropic trusts that support their local communities' wellbeing and responsible for encouraging proactive media interest, media interactions at a district, regional and national level.
