Job Description

The Cabinet Office is part of the Department of the Prime Minister and Cabinet (DPMC). Cabinet Office provides secretariat services to Cabinet and Cabinet committees and undertakes a range of other functions to support the effective conduct of executive government in New Zealand.
We are seeking for a Legislation Coordinator who will support the Leader of the House and Chair of the Cabinet Legislation Committee (LEG) in the establishment, management and review of the government’s legislation programme. The Legislation Coordinator will provide advice and support on legislation and House procedures, and on the Legislation Programme, to the Leader of the House, the Secretary of the Cabinet, the Deputy Secretaries of the Cabinet, Ministerial offices, and others as required.
Key responsibilities of the function include:
   » Provide advice to officials on the procedures required by Cabinet to be observed when preparing submissions relating to legislation
   » Provide advice/support to the Secretary of the Cabinet/Deputy Secretaries of the Cabinet on issues arising in the House or related to the House that might impact on the wider constitutional work of the Cabinet Office
   » Supervise the provision by the Cabinet Office of secretariat support to LEG, and provide cover when the Secretary to LEG is not available
   » Provide high quality secretariat services to other Cabinet committees, including supervision of secretariat services
   » Provide strategic oversight of Orders progressing through LEG through to Executive Council
   » Contribute legal and policy advice and support to selected Cabinet Office projects as directed by the Secretary of the Cabinet/Deputy Secretaries of the Cabinet
   » Ensure up-to-date guidance on the legislation process is maintained
Key attributes required to be prosperous include:
   » A significant tertiary qualification
   » practice in public policy issues and the processes involved in developing policy advice on legislative initiatives
   » Knowledge of Cabinet decision-making processes (desirable)
   » A good general knowledge of the State sector and of New Zealand’s constitutional arrangements
   » The capability to understand and work within the complex constitutional aspects of the legislative process
   » Excellent written and oral communication expertise
   » Meticulous attention to detail
   » Demonstrates sensitivity, tact and diplomacy
   » An capability to deliver high quality work output under pressure
   » The discretion and tact to handle confidential and private information
   » High level of judgement with the capability to make effective decisions in complex situations
This position requires the capability to obtain and maintain a national security clearance at the Confidential level. Normally this entails New Zealand citizenship or holding a appropriate visa (such as a Resident class visa) and 5 years of checkable background (in New Zealand, Australia, Canada, United Kingdom or the USA).
Secondments will be considered.
