The Abuse in Care Royal Commission of Inquiry places Survivors at the heart of its mahi.
The Commission has recently re-aligned its organisational structure to ensure Information technology can deliver its large work programme leading towards delivering our final report to the Governor-General in June 2023. As a result of this restructure, there are a number of new employment opportunities that have been created across the organisation.
We are currently seeking a Chief Advisor – Disabilities to join our organisation to bring the practices and strategic views of Aotearoa New Zealand’s discapability sector to the work of the Commission.
The function involves providing advice to the Commission’s Executive leadership abilities Team and Commissioners about historical learning, current challenges and emerging trends in the discapability sector as they relate to the work of the Commission. The Chief Advisor may wish to recommend changes to support the Commission in achieving its Terms of Reference. Disabled people include everybody with specific rights under the Convention on the Rights of Persons with Disabilities. This includes people with physical, sensory, deaf, people who have practiced psychiatric care, intellectual (learning) and neuro-diverse impairments.

As the Chief Advisor – Disabilities, some key areas of responsibility include the following:
   » Work with the Commissioners and the Executive leadership abilities Team to ensure an knowledge of the Convention on the Rights of Persons with Disabilities (CRPD) Articles and discapability rights issues significant to this Inquiry
   » Work with the other Chief Advisors (M?ori, Pacific) to provide strategic advice to the Executive Director and Commissioners on areas that could be investigated and form draft recommendations to support fulfilment of the Terms of Reference
   » Advise and assist Associate Executive Directors to align strategic and operating plans with the needs of people with disabilities to enable their full participation
   » Work with the other Chief Advisor (M?ori, Pacific) to ensure intersectional needs and perspectives (including those of tangata whaikaha and tangata whaiora) are addressed
   » Identify and engage key discapability community leaders and influencers in the vision and work of the Commission
   » Thorough engagement with discapability community sector leaders and organisations, encourage the participation of people with disabilities in the Commission’s mahi and programme
expertise and practices
The key expertise and practice We are seeking for include (but not limited to):
   » Knowledge of the function of the public service, the machinery of government and the independent function of a Royal Commission
   » A strong consciousness of, and capability to connect and build relationships with, leaders and influencers from the discapability rights organisations, discapability support service providers and mental health sector organisations
   » An capability to establish confidence and trust in the Commission and its mahi among the discapability sector and discapability communities
   » Capable in all aspects of communications, including communications accessible to people with disabilities. New Zealand sign language capcapability is an advantage
   » Confidence in cultural and discapability approaches including tikanga M?ori
   » practice working at an executive level within large government departments involved in the discapability sector, or senior government engagement
   » An consciousness of intersectionality disadvantages and effective mitigations
   » Excellent analytical expertise

The Royal Commission is investigating the abuse and neglect of people in State and faith-located institutions between 1950 and 1999. We will make recommendations to the Governor-General in 2023 on how New Zealand can better care for children, young people and vulnerable adults.
