Graduate Analyst/Analyst/Senior Analyst – Intelligence Assessment
We are seeking for creative global thinkers to join a team assessing New Zealand’s most pressing national security challenges at the heart of the New Zealand government. The Department of the Prime Minister and Cabinet (DPMC) serves to advance a confident, well-governed and secure New Zealand. The National Assessments Bureau (NAB) forms part of the New Zealand Intelligence Community. Located within the National Security Group in DPMC, NAB has been going through a growth period and provides a career pathway into New Zealand’s Top Secret Workforce.
NAB is the primary agency charged with providing independent national assessments to support our Prime Minister, Cabinet and security system leaders. As an assessment analyst you will have a portfolio on an area of national security priority, working in a warm, supportive and interdependent team, and become expert in identifying, sharing and communicating about emerging risks and trends, drawing on all source information and intelligence.

We are pursuing advanced tertiary qualifications or equivalent practice. Some life and work practice that shows your capability to connect and cooperate with others, such as community service, would be desirable, but is not essential. We will consider secondment arrangements.

Existing staff also have diverse academic backgrounds including in international relations/political studies, sciences, economics, law, history, literature, languages, geography, gender studies, development, philosophy, psychology and criminology.
We would welcome a wide variety of candidates in this round. But practice or study in the following areas is desirable but not essential: (1) Asia-Pacific geo-politics, (2) Pacific Islands economics and politics and (3) science (bio-sciences, human health, chemistry and physics) and technology. Appointees do not need to already be specialists in these areas and may come with a more general background, but should be interested in learning about them. Cultural competency and expertise in high priority regions is of high value including language expertise.

We are seeking to appoint up to 4 candidates at different levels. The function levels will take into account work practice, existing specialist expertise and capacity to quickly transfer expertise, as well as to cover the range of organisational needs.
   » The Graduate Analyst function is generally a first professional function, with promotion considered within 2 years and a focus on learning about all aspects of joining the workforce and a function in NAB, DPMC and the public service over that period.
   » The Analyst function is more advanced academic qualifications and/or practice, with capacity to transfer expertise quickly to some aspects of a function at NAB, DPMC and the public service. Assessments analysts have significant responsibility.
   » The Senior Analyst function is for those with significant practice, some specialist expertise and capacity to transfer expertise quickly, and leadership abilities capacity. Senior analysts lead international engagement initiatives, complex analytic projects and are nationally-recognised experts.

Eligibility requirements :
To be eligible for this position, you must have been a NZ citizen for at least 10 years. Alternatively you must hold NZ Permanent Residence or hold a current NZ Residency Class Visa and have been a citizen of UK, USA, Canada or Australia for at least 10 years.
You must also be able to obtain and maintain a Top Secret Special (TSS) security clearance. Ordinarily to obtain this level of clearance candidates must have a 15 year checkable background in countries where significant and reliable checks can be undertaken. Where requisite checks are unable to be made, the candidate application may not be able to be progressed.

income:
The indicative starting total rem (base income plus 3% kiwisaver) for these positions will be:
   » Senior Analyst: $94,716 – $111,431
   » Analyst: $71,857 – $79,841
   » Graduate Analyst: $58,967 – $65,519
