About our group and team
Government, Executive and Ministerial Services (GEMS) is an advisory function that provides the confidence, connections and skills to allow quality information and advice to flow where Information technology is needed. We work at the interface between te Tahuhu, Ministers’ offices and Parliament, and our team includes the Portfolio Private Secretaries in our Ministers’ offices.
GEMS leads the development of strategically sound responses to correspondence and information requests, including the following:
   » Chief Executive’s correspondence
   » Ministerial correspondence
   » Ombudsman investigations
   » Official Information Act requests
   » Parli amentary questions
   » Select Committee questions (including the Estimates and Annual Review)
We also facilitate workshops across te Tahuhu on the Machinery of Government – how government works – including bespoke workshops on the application of the Official Information Act 1982, responding to written and oral parliamentary questions and knowledge Cabinet and its related processes. These workshops are about building the capcapability of the wider te Tahuhu workforce and sharing our skills with our colleagues.

We are seeking for two Advisors (one permanent and one fixed-term) and one Senior Advisor (fixed-term) to join our evolving team. The fixed-term positions will be for a period of six months initially, with the possibility of extension or the opportunity for permanency as the future situation demands.
Our work is varied, and no two days are the same. There are regular opportunities to work on new subject areas, to work across teams within GEMS, and to respond to emerging issues across the education portfolio.
You will work closely with business groups to deliver rounded responses that reflect the values of te Tahuhu and Ministers’ preferences and priorities, align with the Education Work Programme and adhere to Standing Orders and the Cabinet Manual.

practice in the operations of government and parliamentary processes is essential for the Senior Advisor function, and a legal background or familiarity with legislation would also be an advantage (but not a prerequisite). At the Advisor level, we welcome applications from those with transferable skills that may be seeking a career change or entering the workforce.
You will have a strong work ethic and a availability to learn. To be prosperous in the function, you’ll work collaboratively with stakeholders, develop relationships at all levels, critically assess information presented to you, and effectively communicate your ideas orally and through high-quality written advice.
You will also offer the following:
   » Strong written and verbal communication skills, and be able to produce information that is accurate, clear and concise for any given audience
   » Proven practice in effectively managing multiple pieces of work and delivering to timeframes
   » The capability to identify risk and develop mitigation strategies
   » At the Senior level, practice managing relationships with Ministers’ Offices, Executive Leaders, the Office of the Ombudsman and/or the Office of the Privacy Commissioner
   » An eye for detail, and an inquiring mind
   » A significant tertiary qualification, or equivalent practice
   » The capability to understand and apply the principles of Te Tiriti o Waitangi and tangata whenuatanga
