Play a key function in once in a generation health care reform. this function is the public face of service planning, funding, monitoring, and delivery of services that are commissioned to achieve the Government's objectives for health and wellbeing for Pacific peoples.
   » Ensure delivery of quality healthcare in conformity with statutory, local body legislation, regulation, and Codes of Practice.
   » skills in service provision for health or social care, providing frontline care to Pacific people.
   » Lead a ?Whole of System' approach – engage and influence an entire system, internal and external to health.
Who are we? – A little about the organisation and history:
Following the Health and Discapability System Review, results indicated that the complicated healthcare system in Aotearoa was contributing to inequity and a lack of consistency in care. In order to simplify and coordinate the health system across the country, a new organisation has been created – Hauora Aotearoa | Health Aotearoa (HNZ).
HealthNZ has been created to achieve a vision of Pae Ora, healthy futures for all New Zealanders. The new system will be established around the priority results of partnership, equity, sustaincapability, person- and wh?nau-centred care, and excellence. The formation of HealthNZ is a bold and courageous step in the journey to transform the way that health services are delivered in Aotearoa. HealthNZ will manage the health system day to day and will plan and commission health services for the whole population – with responsibility for improving service delivery and results at all levels.
The nature of the position:
The newly created position of National Director – Pacific Health, will take the lead in the establishment and development of a new Pacific Health Business Unit, driving a new vision for Pae Ora for Pacific people living in Aotearoa. this function leads the establishment of a national and regional network of providers and teams that will provide care and support the improvement of equity for Pacific people living in Aotearoa. The public face of the Pacific Health Business Unit, this position represents both the Chief Executive and the Board, embodying exemplary leadership abilities behaviours and ensuring best practice approaches to workplace relations are at the heart of the Business Unit. Responsible for leading teams across HealthNZ who are involved in commissioning and delivery of service for Pacific people, will supervise leadership abilities, development, and implementation of the Pacific Health Strategy.
Shining a light on health equity gaps, you will ensure Pacific people are well represented via the commissioning and direct provision of services through a national Pacific provider arm, as well as developing and supporting Pacific providers in communities.
Accountable for the achievement of financial and operational targets, you will effectively manage the overall portfolio budget and ensure expenditure is efficiently applied, effectively delivered . This will see you leading the management of strategic risks across the entire portfolio.
Essential skills/practices for the function:
You are passionate and committed to improving the health results of Pacific people across the whole system. practice managing or leading a service provider in health or social care providing frontline care to Pacific people is a requirement, as is a significant graduate qualification or commensurate professional and cultural skills. Additionally, you will have some or all of the following;
   » practice in funding, service planning and managing relationships with networks of providers and their workforces.
   » skills in the management of transformational system change, both within an organisation and externally with stakeholders.
   » Demonstrable practice in leading and managing a Pasifika workforce within an organisation where a high level of organisational acumen and political nous is required.
   » practice managing large budgets of public funding and managing large and complex procurement processes for social and health service.
   » practice in developing and applying rigour around the design and delivery of high-quality programme design.
   » The skills and practice to proactively identify equity gaps and provide solutions.
Able to model an agile approach and adapt quickly, you will have the natural aptitude to apply a variety of skills to engage people in achieving quality strategic results.
