Chief People & Culture agent
The Health and Discapability System Review was finalised in 2020 and findings indicated that the complicated healthcare system in New Zealand was contributing to inequity and a lack of consistency in care. In order to simplify and coordinate the health system across the country, a new organisation has been created - Te Whatu Ora | Health New Zealand (HealthNZ). Te Whatu Ora | HealthNZ has been created to achieve a vision of pae ora, healthy futures for all New Zealanders. The new system has been established around the priority results of partnership, equity, sustaincapability, person- and wh?nau-centred care, and excellence. The formation of Te Whatu Ora | HealthNZ is a truly bold and courageous step in the journey to transform the way that health services are delivered in Aotearoa New Zealand.
Te Whatu Ora | HealthNZ will manage the health system day to day and will plan and commission health services for the whole population - with responsibility for improving service delivery and results at all levels. The new organisation will unify the existing public health service, ensuring decisions on the ground are made in alignment with the strategic and national policy direction of the Ministry of Health. In partnership with the Te Aka Whai Ora |M?ori Health Authority, Te Whatu Ora| HealthNZ will ensure that the system has a strong focus on Te Tiriti and health equity for M?ori.
The newly created executive function of Chief People & Culture agent will ensure that kaimahi are at the heart of the transformation across the healthcare system. Reporting directly to the Chief Executive, this person will lead the development and implementation of workforce, culture, engagement, and wellbeing strategies - enabling the success of Te Whatu Ora | Health NZ and the wider health sector reform. The Chief People & Culture agent will bring together existing HR teams into one business unit - working closely with leaders across the organisation to develop and embed a unified culture. With an emphasis on Te Tiriti o Waitangi, this person will work alongside the executive to bring to life the Waka Hourua Kawenata - with the two worldviews moving together in a common direction.
This is a once-in-a-career opportunity for a strategic leader to play a key part in ensuring alignment of the workforce and organisational strategies - supporting transformational change with people policies, systems and business partnering to achieve long term success. The Chief People & Culture agent will work alongside peers on the executive and within Te Aka Whai Ora |M?ori Health Authority to assist in achieving equity gains for M?ori, Pacific, and other groups who practice inequitable health access or results, in addition to growing and developing a diverse workforce.
An integral member of the executive leadership abilities team, this person will lead the industrial relations strategy and engagement for Te Whatu Ora | Health NZ. Given the complexity of the organisation, candidates will need to be practiced in leading transformation in a large-scale organisation with multiple and complex stakeholder interests - bringing a strategic and commercial mindset to people and change. At a personal level, candidates will be practiced in implementing Te Tiriti and will be instinctively committed to striving for health equity and to the service of a highly diverse community.
