About our group and team Learning Support is a critical part of the Sector Enablement and Support Group in the Ministry. We are charged with leading the education sector in ensuring that children and young people with additional learning needs are supported to achieve their full potential through education. One in five children and young people receive some form of learning support all over their early learning and schooling education. The Strategic Design team is focused on turning policy thinking into action, workforce development and supporting the investment and budget decisions required to make this happen. Our work is challenging and very compensateing and this is a unique opportunity to work at a system level to strengthen the education system’s provision of learning support for disabled children and young people and those with learning support needs About this function We have a key function working across the Ministry’s national and regional offices and with other agencies. The Principal Adviser supports the Manager, Investment and Strategic Design to deliver on learning support priorities through analysis and investment advice across the learning support portfolio. They will work collaboratively to develop and implement a medium-term investment plan with connected budget, allocation, monitoring and reporting processes. Working with colleagues across the Ministry, the Principal Adviser develops and gains support for strategic priorities and technical approaches so that learning support investment requirements are well connected to wider Ministry priorities and strategic finance approaches. About you To be prosperous in the function, you will have at least 5-10 years previous public service practice including with public sector Budget processes and have technical expertise including costing, financial, data and evidence, modelling and cost benefit analysis. We will count on you to shape, frame and design processes and thinking using a diverse and inclusive approach. The prosperous applicant will need to demonstrate: » the capability to prepare high quality written advice on strategic and operational risks, issues and opportunities at senior official level » strong commitment to giving practical effect to Ka Hikitia and te Tiriti o Waitangi to ensure positive and sustainable change for Maori ?konga » the capability to provide leadership abilities, mentoring and professional support to team members » practice with implementation and operation of policies that affect programmes and services » support for management with business planning, financial tracking and forecasting » leadership abilities of change management and business initiatives to ensure quality results are achieved for all learners » relationship and stakeholder management practice » excellent writing expertise and communication expertise.
