About us:
   » Education Infrastructure Service (EIS), a part of the Ministry of Education, creates and supports safe, healthy, inspiring and ICT enabled learning environments. EIS manages the Crown’s second largest property portfolio of around 2,100 schools with a book value of $18.3 billion, is responsible for the largest payroll in the country, and transports over 100,000 students to and from school each day
   » The Ownership and Occupancy team is responsible for leasing and licensing land, managing the easement portfolio, administrating our contracted services like insurance, building warrants of fitness and the fire alarm upgrade programme, and keeping the information and records in our property management system up to date. We are an energetic and supportive team, looking for an Advisor who is enthusiastic about leasing and licencing, pr eparing legal documents, Crown property, thorough record management, and who is motivated to get the job done
About the function
The main focus of this function is to deliver and support the Ministry’s third party occupancy (TPO) leasing arrangements, which means assessing applications from, and preparing leases for, organisations like early childhood education providers that would like to lease school property.
Your key priorities will include the following:
   » Managing, maintaining and developing the process and documentation related to TPO
   » Leasing and licensing Education land under the significant sections of the Education and Training Act 2020
   » superviseing maintenance of the Ministry’s land records and respond to enquiries relating to the Ministry’s ownership and occupancy of land
   » Providing advice about land and building ownership, occupancy and related technical issues to internal and external stakeholders
   » Providing operational feedback to initiatives within the business, and identifying and implementing business improvement opportunities
   » Preparing responses to queries from schools, the public, the media, Ministers and Official Information Act requests
   » Supporting other work programmes within the Ownership and Occupancy team as required, and help build the capcapability of the team by sharing skills
About you
You will ideally offer the following:
   » Qualifications or practice in property, law, resource management, operational policy or related fields
   » Proven practice and skills in managing relationships, preferably in a large and/or complex operational delivery context
   » A high standard of written and oral communication
   » Strong organisational skills
   » Well developed advisory skills
Practical leasing practice will be an advantage, however applications from candidates looking to transition to the public sector for the first time and operational policy practitioners from other areas of government will be considered.
