About our group
The Secondary Tertiary team sits within the Early Learning and Student Achievement Group (ELSA) and covers the transition from senior secondary through to tertiary and employment.
ELSA works to make learning and teaching significant, real and valued. We deliver and maintain critical services for the education sector to support responsive learner pathways from early childhood into further education, training, the workforce and society. ELSA performs a crucial function working between the strategy and policy teams, and the sector facing functions.
The Secondary Tertiary team is responsible for operational policy, curriculum and support programmes for Year 11-13 learners, and the secondary-tertiary interface. This includes senior secondary curriculum, NCEA and secondary-tertiary programmes.
Senior Adviser function
The Senior Advisor will be involved in implementing policy, from design through to operationalisation. They will help shape a senior secondary education system that delivers quality and equitable pathways for all learners, allowing them to transition prosperously for a life of learning, earning, caring and contributing.
They will support this through providing high quality advice, insight and support for subject matter experts and external suppliers to develop content, products, instructional materials, and tools for distribution on our senior secondary and secondary-tertiary web and print channels. They will also plan, manage, source and deliver high quality content and/or instructional or support materials themselves, when required.
The Senior Advisor will be part of the team currently delivering the NCEA Change Programme, School Leaver’s Toolkit, and Vocational Education in schools. The Senior Advisor will have a focus on supporting significant pathways for learners through the NCEA qualification.

The person we seek will be an adaptable, fast learner who can appreciate the importance of well delivered projects so we can make the best difference to all New Zealanders. Our ideal candidate will take pride in producing high quality work, be an innovative thinker, have leadership abilities expertise and will be comfortable working independently to achieve defined objectives. The person will be sensitive to cultural values and have a good knowledge of the principles of Te Tiriti o Waitangi.
They will have sharp interpersonal expertise, superior writing expertise, and will be comfortable working with a diverse range of stakeholders and representing the Ministry.
practice and qualifications
Candidates will have:
   » the capability to understand and apply the principles of Te Tiriti o Waitangi and tangatawhenuatanga
   » practice in working within the public sector and knowledge of the political environment and how related issues should be managed
   » strategic thinking (i.e. sees issues through a range of lenses and stakeholder perspectives; and recognises broader implications and connections between issues)
   » an knowledge of end to end cycle of Procurement and Contracts within Government
   » capability to confidently and appropriately engage with a range of stakeholders from different cultures and backgrounds
   » capability to design and deliver internal and external stakeholder engagements, both general and targeted, to generate valuable and usable insights / advice.
