Job Description

HNZ and MHA are inviting expressions of interest from senior HR/OD Managers with proven practice in delivering system level change. Previous practice in the New Zealand Health sector would be an advantage.
Reforming New Zealand’s Health System
The Minister of Health has committed to a significant reform of the New Zealand health system, underpinned by major changes to our system’s structure and operating model. The changes will reduce fragmentation, strengthen leadership abilities and accountcapability, and improve equity of access and results for all New Zealanders.
In terms of NZ Health System procurement and supply chain this necessitates the covering of three current system issues: a disaggregated system, a lack of clinical engagement and a lack of focus on Equity. A programme aimed at building a cohesive procurement and supply chain system; embedding a clinical engagement model enabling to optimisation and partnering to improve equity within the system has commenced.
Scope and deliverables
The Manager is responsible for all HR processes related to the establishment of the P&SC national and regional teams; the development and delivery of the OD and learning and development strategy; and the continuing management of all HR and OD functions for Health NZ’s procurement and supply chain system.
The deliverables include the following:
   » Lead the detailed development of Health NZ’s procurement and supply chain national and regional structures
   » In partnership with the Project leadership abilities team facilitate all necessary HR change processes and facilitate the HR/change feedback processes
   » Provide direction and assist in the resolution of all HR matters
   » Develop the P&SC OD and Learning and Development strategy (capcapability uplift and capcapability development / retraining)
   » Develop and monitor measures and provide regular reporting on the effectiveness of OD/LD programmes to identify shifts and where further interventions are required e.g. capcapability development, effectiveness of learning interventions, culture etc
   » Identify opportunities and implement improvements to the efficiency of OD/L&D and projects as well as any related procedures and processes
   » Research organisational needs, significant theories, sector trends and best OD practices and share this knowledge and skills for the benefit of the P&SC system
   » Develop and maintain excellent working relationships with clients, both within the P&SC team and the wider Health NZ
   » Seek external and internal stakeholder input and feedback to improve and measure the quality of work programmes
   » Actively networking with HR/OD contacts within the health, government as well as other sectors
   » Provide leadership abilities and management for projects and areas, working with direct reports and others to ensure all work is well planned, using work planning tools and methods which includes taking strategic and tactical approaches to achieve results through high quality advice
   » Maintain active involvement in significant professional associations
What you will bring to the function
practice in leading, developing and motivating a diverse high-performing team to deliver outstanding services and programmes in a busy environment.
Comprehensive knowledge of best practice learning and development and OD frameworks, tools and approaches including assessments etc and adapting to meet business needs.
Te Tiriti o Waitangi
The programme of work is grounded in Te Tiriti o Waitangi principles, and all functions will involve engagement with diverse stakeholders, and working with M?ori to give effect to Te Tiriti o Waitangi.
The function
this function is a 12-month fixed-term appointment until April 2023.
The team can be Wellington or Auckland located and flexible working is possible. The function will involve national travel.
