   » Work to Chief Executives of Health New Zealand and the M?ori Health Authority to develop design and establish organisation functions and form for Health New Zealand and the M?ori Health Authority
   » This is a once in career opportunity to play a key function in a whole of system change
   » Contribute to the transformation of New Zealand’s Public Health system
Expressions of interest are invited from senior leaders with a proven track record designing and delivering organisation change in large complex organisations.
Transforming New Zealand’s Public Health System
The Minister of Health has committed to transforming New Zealand’s Public Health system. The changes will reduce fragmentation, strengthen leadership abilities and accountcapability. In particular, the changes aim to improve equity of access and results for all New Zealanders. The Partnership between HNZ and MHA in ensuring Te Tiriti obligations to improve M?ori health are embodied in the new entities. The formation of HNZ and the MHA is a key component of the transformation of New Zealand’s Public Health system. The entities will be formed at the passing of legislation expected to be in place from 1 July 2022.
Scope and deliverables
The deliverables you will be responsible for, are critical to achieve the prosperous establishment of HNZ and MHA and the transformation of New Zealand’s Public Health system.
You will have the following:
   » Work with and to the Chief Executives of HNZ and MHA to confirm the operating model for HNZ and MHA
   » Establish a capable programme management office to establish new national and regional leadership abilities functions, implement function transfers as agreed with the Chief Executives
   » Agree the scope, scale and timelines for implementation to deliver these outputs
   » Support, where required, consultation and engagement processes with appropriate workforce groups to inform organisation design for HNZ and MHA located on the business strategy and agreed Government decisions
   » Devise the plan to transition to the new operating model and implement the organisation arrangements for HNZ and MHA
Lead the implementation of HNZ’s and MHA’s new operating model and organisation arrangements.
What you will bring to the function:
   » Proven practice designing, leading and delivering prosperous organisation change in large complex organisations
   » practice in establishing an effective and capable programme management office to enable implementation
   » practice with mergers and acquisitions
   » capability to work with a wide variety of partners and stakeholders in a fast moving environment
   » capability to work with a degree of pragmatism to ensure plans are realistic and can be delivered on time in the context of huge change.
   » Te Tiriti o Waitangi
The programme of work is grounded in Te Tiriti o Waitangi principles, and all functions will involve engagement with diverse stakeholders, and working with M?ori to give effect to Te Tiriti o Waitangi.
The function
this function is for a fixed-term to Friday, 30 June 2023.
The function will involve national travel, including frequent visits to Wellington.
