About the function
We are seeking for a talented people leader to join our whanau. The Manager, Forecasting and Modelling position is located in Wellington and reports to the Group Manager, Analysis Research and Evaluation. You would be leading and managing a team of Principals, Seniors and Analysts who operate as a centre of skills and excellence in forecasting for policy and operations and modelling the impact of policy changes. The team provides support to the Ministry’s Early Learning and Schooling policy and operational functions, working across the organisation to promote the effective use of evidence by delivering high quality forecasts (of future public expenditure, covering large components of the $14 billion that the government invests annually in the schooling and early childhood education system, and student roll projections), policy costings, calculations and scenarios. Our work enables the organisation to design, cost and implement impactful policy, and ensures the education sector is appropriately funded.

To be prosperous in the function, you will have the following:
   » Demonstrable capability to lead and develop diverse teams and different specialisations to deliver on expectations
   » Strong knowledge of organisation and management theory and practice, and applied knowledge of resource and change management
   » Demonstrated highly developed problem solving, numeracy and analytical skills and practice, able to see innovative solutions to technical problems
   » Demonstrated political savvy and strategic consciousness
   » Excellent written and oral communication skills, including negotiation and facilitation skills and practice communicating technical information to a non-technical audience
   » capability to build and maintain positive working relationships with a wide variety of stakeholders
   » Demonstrated organisational and planning skills and the capability to manage multiple competing demands
   » capability to navigate complex political situations effective and efficiently and to function under pressure or in situations which are highly ambiguous
   » Knowledge and knowledge of significant professional research codes and standards and the ethical issues involved in releasing sensitive information into the public arena
   » Tertiary qualification in research, social science, economics, public policy or related discipline
   » practice in a public sector research or financial setting (desirable)
   » Working knowledge of the Public Finance Act and Cabinet / joint-ministerial decision-making authorities (desirable)
