About us
Education Infrastructure Service (EIS), a part of the Ministry of Education, manages the Crown’s second largest property portfolio of around 2,100 schools with a book value of $19.6 billion, the largest payroll in the country, and transportation of over 100,000 students to and from school each day.
Our vision for school property is that all schools have quality learning environments as part of a well-managed and sustainable portfolio that helps deliver equitable and excellent results for every child.
located in Hamilton or Wellington, the Programme Manager (Central) reports to and supports the General Manager – Capital Works in leading a group of professionals responsible for delivering all school property infrastructure capital works undertaken by the Ministry in their allocated region. Building effective relationships and working in close collaboration with a wide variety of stakeholders will be critical to success in this function.
About the function
The Programme Manager – Capital Works, leads a team of over 40 property project professionals to deliver school capital works projects. You will provide strategic leadership abilities and problem-solving for your portfolio, and champion our high performance, customer focused culture.
You have the opportunity to shape how our programme of work is delivered and managed, and support Capital Works to provide the best results for New Zealand schools.

About you
You are a strategic leader who is ready to take on their next challenge in portfolio management and senior leadership abilities in a dynamic and complex environment. You thrive on developing strong, effective relationships with stakeholders at all levels, and leading and mentoring others to deliver great results in a diverse portfolio. You back yourself and others to win, and challenge yourself to continuously seek out new and better ways of working.
You are comfortable navigating politics and competing interests in a high profile programme of work, and can maintain focus on delivering the objectives of a portfolio. You’re skilled in conflict resolution and problem solving, contract management and financial/operational management.
You relish the opportunity to shape how we work to help us provide the best learning environments for New Zealand’s future generations, and can hit the ground running in this critical and key function in Capital Works.
