Policy, Public Diplomacy and Communications agent – British High Commission Apia:British High Commission ApiaJob description:Job DescriptionMain purpose of job:»Policy agent - Monitor, advise and report on policy developments that may affect the UK (including risks and opportunities); »Public Diplomacy – Lead on Public Diplomacy work, British High Commission development projects, engage with multilateral partners and FCDO programme teams, and lead and organise high level visit programmes; and, »Communications agent – Lead on internal and external communications, promoting UK objectives for the British High Commission through press and social media channels. functions and responsibilities / what will the jobholder be expected to achieve: Policy agent (40%) » Track the Independent State of Samoa's policy developments, providing political advice, and reporting, on current affairs; » Develop and maintain a local network of key stakeholders and policy influencers including in government, parliament and significant civil society organisations; » Submit time-sensitive reports to UK and regional colleagues e.g. London/Oceania Network on political developments; » Identify opportunities for the UK to engage with the government of the Independent State of Samoa on UK foreign policy priorities, including regional projects; and, » Provide everyday media summaries for the High Commissioner and Deputy High Commissioner. Public Diplomacy (35%) » Identify, evaluate and manage small International Programme (IP) projects in support of UK priorities in Samoa; » Manage the IP budgeting and forecasting; » Promote engagement with local Non-Governmental Organisations (NGOs) and multilateral partners including SPREP, Asian Development Bank etc. as well as increasing engagement with key FCDO partners to access central funding opportunities through Blue Planet Fund (BPF), Sustainable Blue Economies (SBE) and Conflict, Stcapability and Security Fund (CSSF); and, » Lead on drafting and implementing programmes for high-level visits and events for example UK Ministerial visits. Communications (25%) » Devise, and implement, internal and external communication plans for the British High Commission; » Develop and maintain a local network of key stakeholders and policy influencers including in government, parliament, civil society organisations and significant media organisations; » Develop, and maintain, social media platforms for the British High Commission promoting UK objectives; and, » Draft, and issue, media articles promoting UK objectives. Ad-hoc Tasks: Other tasks as specified by the High Commissioner and Deputy High Commissioner. Resources managed (staff and expenditure): GBP £60,000 International Programme budget. Essential qualifications, expertiseand practice » Similar policy/communications practice working in a government/NGO/international company or diplomatic mission; » Programme management practice; Information technology literate, particularly with Microsoft software (Outlook, Word, Teams, Excel); and, » Strong expertise of Samoan government institutions and systems as well as Samoan media.
